The Venezuelan Judo Federation and the Organizing committee of the ALBA Games, has the immense pleasure to invite the National Federation you presides to participate in the II Sport Games of ALBA that will be held in the city of Caracas D.C., Venezuela during the days between May 9th and May 12th of 2007.
The Organizing Committee will cover all the costs of stay and food for your team.
It will be a real honor to rely on your participation in these important games where the Judo of our continent will be present, and it will serve as an event of preparation for the Panamerican Games of Rio 2007

Judo Technical Conditions
The II Alba Sport Games will be an event with high level athletes that will offer a magnificent sport spectacle for the Venezuelan people, the athletes will show their integral preparation, from the formation of values and the discipline to its more highly competitive expression.
PARTICIPATION
Participation will be granted to all athletes of the national selections from the summoned territories and valuable representatives of their respective countries, abiding to the established regulations of the different Venezuelan sport federations.
REGULATION
All the sports will be governed by the effective regulations of their international federations at the moment of the competition, as well as the special regulations of the Venezuelan national federations.
If they are of general order: They will be solved by the Organizing Committee of the II Alba Sport Games Venezuela 2007.
If they are of technical order: they will be solved according to the rules of the international organizations and the regulations of the sport federations of Venezuela.
PRIZE
In all the events the three first places with be awarded Gold, Silver and Bronze medals, and granted trophies of first, second and third place for the general results by participating countries. In the case of combat sports the fourth place will be awarded with bronze medal
MEDICAL CONTROL
The Medical Executive Board will attend to all the athletes and visitors, in an organized manner the event will be covered by establishing in all the disciplines control points that will be composed by: Doctors, Traumatologists, physiotherapist, masseurs and deontologist
The tests for doping control will be made by the anti-doping brigades of the medical executive board. The samples will be analyzed in the laboratory established by the Organizing Committee of the II Alba Games Venezuela 2007, recognized by the WADA-AMA.
INSCRIPTIONS
All the participating countries will have to write their inscription requests in the official forms that the organizing committee of II Alba Sport Games requires to the countries summoned for the event and in the established date.
NUMERICAL INSCRIPTION
The numerical inscription will indicate the amount of Officials, Technical Body, Competitors and Aids whom will make part of the delegation; it must be received at the Organizing Committee of the II Alba Sport Games Venezuela 2007, before the 24:00 hours Venezuelan times, of February 16th of 2007, date of closing of inscription.
NOMINAL INSCRIPTION
The nominal inscription will indicate the amount of Officials, Technical Body, Competitors and Aids of whom the delegation will be composed; it must be received at the Organizing committee of the II Alba Sport Games Venezuela 2007, before the 24:00 hours of Venezuela, of the 23rd of March of 2007, date of closing of inscription.
APPEALS JURY
the Venezuelan Sport Federations, will designate a Jury of Appeals ( with a minimum of 3 persons) in order to take care of the reclamations generated during the development of the competitions, abiding to the respective international regulation. It will make an effort to solve in a fair manner the disagreements and misfortunes that could occur and could be integrated by members of the Venezuelan Federation and members of the invited Federations.
LOCATION and DATE
The competitions of Judo of the Alba Games of Venezuela 2007 will be held in the National Judo Center, Caracas, Distrito Capital from the 9 to the 12 of May of 2007.
PARTICIPANTS AND CAPACITY:
Individual: Each country will be able to register in the male category nine (9) athletes and in the female category nine (9) athletes; only one athlete per country will be able to participate in each one of the summoned divisions of weights.
In Kata (Nague NonKata): Two (2) athletes in male and two (2) in female will be able to participate per country, who will participate in pair of the same sex.
In Team: Teams will be composed of a minimum of three (3) to a maximum of (5) athletes in the masculine category and in the feminine category, per country. All competitors must have as minimum fifteen (15) years completed to the year 2007. Each country will be able to register a maximum of four (4) officials; (1) one delegate, two (2) trainers and (1) one technical assistant.

The final combat for the third place will be as follow:
The winner of each reclassification (A and B) against the loser of the semi-finalist of the opposite table (B and A). In addition, the double crossed name reclassification. The winners (2) of those fights will occupy the third place; the losers (2) will be located in fifth.
A "bye" is not a won combat and the competitor is not called to the tatami. The medals and places will be granted in accordance to the Sport and Organization Code of the International Judo Federation and the Panamerican Judo Union.

The final position in the Round Robin System (all against all) is determined by:
FIRST: The number of won combats.
SECOND: If after considering the number of won combats there is a tie, the results will be decided by the number of points obtained.
THIRD: If after considering the number of won combats and the obtained score, a tie still persists; the final winner will be the competitor whom has personal superiority on the other.
FOURTH: In case three or more competitors are still are in tie with won combats and points by any place (first, second, third), the competitors in the tie will have to compete again to determine the final winner

In case a competitor doesn’t show up after the official weighing, the opponent will be granted

According to the regulations for the realization of the competitions, It will be only held, when in each category there is more than four competitors. If the minimum amount of participants did not register, the competition in that category will not be carried.
Medals/Place will be granted having or not having the competitor won or not won the battle. A bye is not considered a won combat. A competitor that has a bye will not be called to the tatami.
In regards to the team competitions they will be governed by similar conditions, as far as system and scoring, if there are less than six teams the Round Robin system will be used.
Before each combat between teams, the captain of the team will have to introduce the representatives of his team stating clearly the composition of the team for that encounter indicating to the organization the divisions of weight of each member.
As in the Individual Divisions each combat of team will last as much as 5 minutes in male as in female.
In team competitions a tie can be reached (Hikiwake) if the Competitors did not mark any score or if the score attained at the end of the time of the combat have the same number and the same value. In case of tie between two team the winner will be decided by sum of points of the final result of each encounter in the weight division of the winners of the combats, if a tie by points takes place during the event of the teams in tie finishes by Hikiwake, this combat will have to be fought again to determine the winner, this combat will be held according to the rule of the golden score. If in case of a tie it is impossible to determine the form to make the tiebreak, according to the previous norms the Sport Director of the Panamerican Judo Union will hold a draw to choose the category where the definitive encounter will be held in a division where both teams have a competitor.
In cases of Round Robin
When a competitor retires or in fault a competitor does not show up:
a) Case Funsengachi (non-presentation)
b) Case Kiken Gachi (Abandonment)
Note: The points of the competitors who quit the competition for one of these reasons will not be cancelled.
The scored points will be reflected in the respective Competition Score sheet
Clinic
In order to have unification of criteria for the referees who will be judging during the event, the referee clinic will be held on May 8th at 5:00 p.m. in the place set by the Organizing Committee and it will be tutored by the Director of Referee of the Venezuelan Judo Federation.
Draw
The draw will be directed by the Sport Director of the Venezuelan Judo Federation with the use of the Official Drawing Program of the Panamerican Judo Union during the Technical Meeting on May 8th, at 6:00 p.m. at the facilities of the “Centro Nacional de Judo”. The delegates and technicians from the attending countries will have to participate with the accreditation of their respective National Federations.
Weighing
It will take place f in the place that will be designated in the Technical Meeting for the divisions that will compete in each day accordingly to the program of competitions; it will be coordinated by the Technical Directors of the Venezuelan Judo Federation.
The unofficial weighing will be from t 07:00 to 08:00 hour and the official from 08:00 to 09:00 hour, having to get on the scale in the following manner:
During the official weighing, the Competitors will have the right to get on the scale only once.
INSTALLATIONS AND OFFICIALCOMPETITION SPORT MATERIAL
There will be the necessary and prescribed equipment in accordance to the Competition Regulations of the IJF, PJU, JSC, about tatamis and wood bases.
Training Installations
They will be carried at the premises of the National Judo Center of Caracas.
UNIFORMS
Referees
The uniform will be a white short sleeved shirt, light gray pants, black jacket and black socks.
Competitors
The "Judogi" (Judo Suit) will be used in agreement with all the requirements established by the International Rules of Competition of the IJF, adopted by the PJU and depending of the place in which it is called, it will be of blue or white.
Control of Judogis - Publicity
Each National Federation must ensure that the Publicity that appears in the Judogis fulfills the norms established by the IJF and the PJU. Any judoqi that doesn’t abide to them will not be accepted.
Size: The dimensions of the judogis, and their conformity with the norms, will be controlled by the Referees just before each combat. Any judogis that does not conform will be rejected. The thickness of the lapel of the neck can not be greater that 1 cm. x 5 cm. wide.
Color: The athletes will have to carry two (2) white judogis and two (2) blue ones. The standard color will have to comply with the norm established by the sport and organization regulations of the IJF: between the “pantone” numbers 18-4051 18-4039 on scale of "pantones" for the textiles and numbers 285 or 286 for the impression.
Trainer’s Outfit: The trainers will have to use national outfit or to use appropriate clothing to direct or participate in the award ceremony, will not allow the trainers direct to their athletes in short trousers, sandals, with caps or hats; in general the trainers will have to dress in agreement with the importance and prestige of the games.
AUTHORITIES OF THE COMPETITION
All the attending countries to the event will have to register, if possible, two (2) referees in their delegation.
The referral will be coordinated by the Director of Referee of the Venezuelan Judo Federation.

The competition officials who will make part of the control table will be named by the Organizing Committee in the positions of: Electronic Marker, announcer, two electronic boards, two manual boards, two manual chronometers, two statistical specialists, secretary, judogis control, doctor and aid. The total is of 14 for each area for a total of 28 people.
To guarantee the best technical development of the competition the Organizing Committee will invite three neutral referees for the individual competitions as for Kata.
A retardation video system was implemented for the combats in preliminaries, semi-finals, bronzes and finals for use of the referral commission
TECHNICAL MEETING.
It will be held on the 8th of May at the GQ of the event, at 6:00 p.m. local time.
