The Panamerican Judo Union alerts the continental and international sports community about the plans that are being made in order to break the institution and perform a coup d’état to this organization, which governs the continental judo.

The authors of these out dated and destabilizing plans say that they have the unrestricted and unconditional support of important Olympic sports exponents, from the administrative as well as institutional levels.

This macabre plan against the real institutionalism of the Panamerican Judo started to hatch in the alleged meeting promoted by Alejandro Blanco, President of the Spanish Olympic committee and Juan Carlos Barcos, president of the Royal Spanish Judo Federation on the 14^th to the 16^th of June, 2007 (Appendix I).

These actions continued in the meeting at Rio de Janeiro, Brazil during the 28^th and 29^th of February, 2008. This time orchestrated by Mr. Paulo Wanderley Texeira, President of the Brazilian Judo Confederation, and the President of the International Judo Federation. In the same way of the precedent and in the following, giving away plane tickets and free lodging, at the Copa Cabana Hotel, one of the most luxurious and expensive hotel in Rio de Janeiro. All this, behind the back of the own Brazilian Judo. He sent plane tickets on behalf of Wanderley and his Ingrid Cámara, and that was denounced by the Web Site: www.judobrasil.com.br  (Appendix II).

Indeed, this new attempt to destabilize the Panamerican Judo and our Continental Union was completed in Bangkok, Thailand; during the IJF Extraordinary Congress and the XIV World Championship celebrated between the 21^st and 26^th October, 2008 with the desperation and adversity that was favored by the Ordinary Congress of the Panamerican Judo Union the past 17^th October, 2008 in Santo Domingo, Dominican Republic (Appendix III), and in which the engineers Jaime Casanova Martinez, as well as Carlos Diaz; and professor Manuel Violenus were reelected as President, Refereeing Director and Sport Director, respectively. The candidates of the opposing group did not assist thinking that in this way the PJU Congress will be declared illegal, since it did not have the necessary votes in order to claim victory in the PJU.

To confirm this assertion, it is only necessary to read what was consigned in the “La Estrella de Panama” newspaper on October 23^rd, 2008 under the title “Reforms Approved” (Appendix IV), in which Mister Fernando Samaniego of the Panamanian Olympic Committee, involves the International Judo Federation, the Panamerican Sports Organization and the Spanish Olympic Committee in activities against the Panamerican Judo Union.

Now let’s see the communication sent by Mr. Manuel Larrañaga, President of the Mexican Judo Federation at his return from Bangkok (Appendix V), where he reaffirms the declaration of Mister Samaniego that they count with the support of the International Judo Federation (IJF) and the Panamerican Sports Organization (PASO) in order to conform a new Continental Union.

Indeed, Mr. Manuel Larrañaga sent the referred communication at his return from Bangkok, (Appendix VI) under the name of Continental Judo Championship Sub 15 and Sub 13, to be held on the same dates (December 4^th to December 8^th, 2008) as the officially announced VIII PANAMERICAN INFANTILE JUDO CHAMPIONSHIP, male and female, to be held in Santo Domingo, Dominican Republic. In accordance to the venue authorized by the Ordinary Congress of this entity on the 28th of November, 2006 in Maracaibo, Venezuela and approved unanimously by all countries present.

In this way, and as part of the conspiracy, staging a parallel event and with the economic power that entities who sponsor this attempt to not recognize the legal continental entity.

The suspended Mr. Jorge Armada, pretending to be the President of the Puerto Rico Judo Federation, declared in the article by reporter Victor Pillot of “El Nuevo Dia” newspaper on November 5^th, 2008 under the title “New reigning entity” [(“Nuevo ente rector”) (Appendix VII)] what we transcribed; since he has spared no expense in promoting this coup d’état and the committed organizations, according to Armada are: the international Judo Federation (IJF),  Panamerican Sports Organization (PASO), and the Central American and Caribbean Sports organization (CACSO). Additionally, we have the previous intervention of Mr. Alejandro Blanco, as the President of the Spanish Olympic Committee.

Before all this and after the it changed its statutes in Bangkok on October 21^st, 2008, the IJF sent a letter to INDE in Panama (Appendix VIII), whit the intention to not recognize the Panamanian Judo Federation, presided by the Lic. Miguel Vanegas. After approving the new IJF statutes, Mr. Vizer tries to ignore (in perfect violation of) the sentence emitted by the Sports Arbitral Court (CAS/TAS) CAS/2007/A/1392, on October 13^th, 2008 in which the sentence clearly states that the only Judo federation legally constituted in Panama is the one presided by Lic. Miguel Vanegas.

 All this will seem little if we do not read what the President of the International Judo Federation, Marius Vizer, informed on October 1^st, 2008 to the Presidents of the National Federations affiliate to the Panamerican Judo Union (Appendix IX) in which it revokes the recognition of the Ordinary Congress of the Panamerican Judo Union, when it is the sole and exclusive matter of the General Assembly of this continental entity.

The procedure, organization and planning of this coup is very clearly stated in this note emitted by the President of the IJF which forced some delegates to the Ordinary Congress of the PJU, held on October 17^th, 2008, decided not to attend. Additionally, some national Olympic Committes and Sports Ministries, being surprised with this situation, in good faith and in absolute ignorance in relation to the situation, recommended their National Judo federations not to attend. Be it as it may, the Ordinary Congress of the Panamerican Judo Union was conducted successfully.

In agreement with the presented proofs, different entities have been involved directly in this Coup d’état attempt; they are:

-    International Judo Federation (IJF)
-    Spanish Olympic Committee (SOC)
-    Central American and Caribbean Sports Organization (CACSO)
-    Spanish Royal Judo and Associated Sports Federation

These three (3) latter entities have tried to involve their evil actions with the following institutions:

-     Panamerican Sports Organization (PASO)
-     National Judo Federations

To conclude, we make a passionate call to the President of the International Olympic Committee, Mr. Jaques Rogge; to the President of the IOC Ethical Commission, Mr.  Youssoupha Ndiaye; and the President of the Sports Arbitral Court, Mr. Mino Auletta.

In the same manner, to Mr. Mario Vásquez Raña, President of the Olympic Committees Association of the Americas (PASO); Patrick Hickey, President of the European Olympic Commitees Association (EOC); General Lasanna Palenfo, President of the African Olympic Committees Association (ANOCA) and Mr. Anton Geensik; all members of the International Olympic Committee and with strong lineage in global Judo development and all the world’s sports authorities and organizations that can intervene in order to dissolve this coup’s complot against a legally constituted entity like the Panamerican Judo Union. To whom, because it did not politically support the International Judo Federation’s new President that Alejandro Blanco and Juan Carlos Barcos has tried to dictate to the national federations, in his hegemonic pretension, thought that even we are in the times of the colony, which has provoked his pursuit, preparing an international movement to try to take off them of his position of leaders and to finish with the Panamerican Judo Union.
