PARTICIPATION RULES

a) Each country shall participate with: One competitor per category of weight.

b) Each competitor must be able to prove his/her identity, age, nationality, through  an official passport from the country of origin with the exception of the members of the United States delegation who will be able to present like identification documents besides the passport, for example driver’s license or picture I.D. card.

c) Blue and White Judo Gis are required.

WEIGHT CATEGORIES:

Juvenile 15 & 16 years old  (born in 1990 & 1991)

Male Divisions

51, 55, 60, 66, 73, 81, 90 y +90

Female Divisions

40, 44, 48, 52, 57, 63, 70  y +70

Junior 17, 18 & 19 years old (born in 1989, 1988 & 1987)

Male Divisions

55, 60, 66, 73, 81, 90, 100 y +100

Female Divisions

44, 48, 52, 57, 63, 70, 78  y +78

Note: Without exception, the competitors of the Juvenile category may not compete in the Junior category and vice versa.

COMPETITION SYSTEM

Important Notices: regarding the systems of competition of Round Robin the following rules were applied as standards:

Art. I: If In case there is tie among three (3) competitors. The criteria of the tie cases are maintained, as follows :

1.- Number of won combats
2.- Points obtained
3.- Result of the individual series

In case of a persisting tie, there is a new combat among those tied again and the resolution of this new combat is to be carried out by the application of Golden Score system. This will be applied from January 01, 2004 onwards.

Art. II: Special Situations of Round Robin. Seeing some of the problems that has occurred in some special cases in some events where the system of Competition of Round Robin was applied, where disagreements have been noticed between the sport rules and the competition rules, in certain cases it has been decided the following:

In case a competitor retires or is absent at the moment of the fight:

a) Funsengachi Case (non appearance)
b) Kiken Gachi Case (abandon)

Note Well: the points of those competitors who quit the competition will not be eliminated for some of these reasons, the obtained points will be reflected in the respective Competition Forms.

In the events where there are only four competitors registered in the same category:

a) Grant four (4) medals even if there is a competitor who does not win any combat. the medals will be distributed in the following way 1 Gold, 1 Silver 2 Bronze.

In the events where all the Round Robin places are not filled:

a) Grant medals even when the list is not completed

Examples:

One Competitor  -       Gold
Two Competitors  -    Gold and Silver
Three Competitors -  Gold, Silver and Bronze

Note Well: The following Rules will be applied according to the Technical Resolutions for Events, taken by the PJU Executive Committee as from January 1st 2004

Art. I: In events where there are several consecutive tests, such as shiai, kata and by teams, or different events, only one weigh in will be conducted. This is decided to avoid wearing competitors out, if and only if competitors do not switch categories in the events coming after the weigh ins. (Applicable from 01/01/2004). All competitors who compete in the Pan American Championships will not be required to weigh-in again for the USA Cup.

The athletes shall present their passport (USA – passport or appropriate ID card) and their respective events accreditation so as to verify his/her identity before the Official weigh-in. All the athletes shall be affiliated to the Pan-American Judo Union, and in case of being black belts, they must be recognized by the PJU (Resolutions 1 and 2 – Pan-American Judo Congress – Santo Domingo 2002) 

With regard to the membership program and recognition of black belts grades (DAN)

Art. I:  Starting from January of the year 01 2004, all the Dan grades (Black Belts) will be endorsed by the president of their federation, for this the technical delegates before the congress, they will present to the in charge commission of the approval process and membership a listing of the members of their respective teams (Competitors, Delegates, Referees, other) that possess black Belts grades (DAN), exceptions and people were not accepted that don't appear in this listing that their delegate will present it will be refused them the right to participate in the event that you this carrying out (Championships, Seminars, Clinical, Camps of trainings etc.). Those competitors that show any grade (they GIVE) that are not inside the official listing they won't be included in the lists for the raffle.

Art. II: A to leave of January of the year 01 2004, all the participants that integrate the it nominates official of a National Federation in their different functions (Competitors, Referees, Delegates, Coach, Doctors, Psychologist,  Physiotherapists and other) they will affiliate to the Pan-American Union of Judo through the official delegate of the respective National Selection, the Pan-American Union of Judo it won't accept individual affiliations, of any member of a national selection, this will be of obligatory character to be able to participate in the event in question like Championships, Clinical, Seminars, Camp of trainings, etc. Those competitors that don't affiliate before the technical congress, will be excluded of the raffle and refused all equity ownership without possible appeal, such a measure won't have any exception type, because it is of obligatory character. http://www.pju.org/nuevo/resolucionestecnicas2004.htm  (Technical Resolutions of the Executive Committee)

FOOD AND LODGING

a)   Forty Three American Dollars (US $ 43) per person per day, which includes lodging, food and internal transportation to and from the airport.

RULES

THE PAN AMERICAN, CATEGORIES: MALE AND FEMALE, will be conducted in accordance with the current Rules of the International Judo Federation (IJF)

1. The Athletes of the Categories 15 and 16  years old (Junior), they will not be able to participate in the competitions of the category from 17 to 19  years old (Juvenile) and vice versa.

2. In the Juvenile Category 15 and 16 years  old the techniques of levers or separations (KANSETSU WAZA) are forbidden, however techniques of strangulations (SHIME WAZA) will be allowed, those competitors belonging to the category of 15 and 16 years old that intentionally do any Kansetsu Waza will be automatically punished with DIRECT HANSOKUMAKE.

EMERGENCY MEDICAL SERVICE

·         The Organizing Committee will provide an Emergency Medical Service to all the participants officially enrolled by their National Federation.

COMPULSORY FINAL DECISIONS:

1. Competitors: 20 US $
2. Officials: 30 US $ (delegates, referees, doctors, physiotherapists, coaches and other)

Dan Grade recognition: 60 US $

Without Exceptions: The payment will be made cash, traveler's checks neither credit cards were not accepted
