REGULATIONS AND PROCEDURES

REGISTRATION
The participating National Federations shall confirm their participation to any of the following addresses:

         The numeric registration form shall be received before September 15, 2005

         The nominal registration form shall be received before October 22nd 2005

PARTICIPATION (Individual Competition, categories of competition)

a.      Each National Federation will be able to participate with: One athlete per Category of competition.

b.      Each competitor shall prove his/her identity, sex, age, and nationality through his/her passport or any other official ID from the country of origin, except the Costa Rican competitors who will only need to present their National ID’s.

c.      Each competitor must be officially registered by the President or General Secretary of her/his National Federation.

Infantile  11 and 12 years old  (born in 1993 and 1994)

SYSTEM OF COMPETITION:

Depending on the number of competitors in each category, the System of Competition will be.

a) Six or  More Competitors.

    The System of Competition will be the elimination system with double repechage:

The competitors are divided into two (2) tables, designated Table “A” and Table “B”, by means of a draw, and a single elimination system (sometimes called a “knock-out” system) is to be used to produce two (2) finalists. The winner of the final match wil  be awarded 1st place, the loser 2nd place. The 1st place winner will have no losses, the 2nd place winner will have lost only to the 1st place winner. The two competitors who lost to the finalists in the semi-final matches are placed in the final matches of the repechage bracket and will compete for the two (2) third places.

Tables “A” and “B” are each divided so that four (4) quadrants designated A1, A2 and B1, B2 are created. Competition in the winner’s bracket continues until each quadrant has a winner (4 individuals). These four competitors are the semi-finalists. All of the competitors who were defeated by the winners of A1, A2, B1 and B2 are allowed to compete in a “repechage” of their respective quadrants. For Pool A1, the first competitor who lost to Pool A1’s winner, fights the 2nd competitor who lost to Pool A1’s winner, etc. The same elimination matches occur for the repechage of A2, B1 and B2. The winner of the A1 repechage competes against the winner of the A2 repechage. Similarly for B1 and B2.

The final contests for 3rd place will be. The winner of each repechage (A and B) against the loser of the semi-final of the opposite Table (B and A). Thus, the name “cross over” repechage. The winners (2) of those fights are placed third,m the losers (2) are placed fifth.

A “bye” is not a win and the competitor is not called to the tatami. A forfeit is considered a win.

Medals and places will be awarded in accordance with the Organization and Sporting Code of the International Judo Federation (IJF).

b) Five or Less Competitors.

    The System of Competition will be “Round Robin” (everyone against everyone).       (1)  Allocation of Points.

For every contest, the system of allocation of points will be

Ippon Gachi 10 points
Sogo Gachi 10 points
Fusen Gachi  10 points
Kiken Gashi  10 points
Hansoku-make 10 points
Waza-ari     7 points
Tree Shidos 7 points
Yuko 5 points
Two Shidos 5 points
Koka  3 points
Shido 3 points
Yusei Gachi 1 points

(2)       Determination of a Winner:

            The order of finish in the Round Robin System is determined by:

            FIRST:           The number of wins.

            SECOND:     If after considering the number of wins there is a tie, the results will be decided on the number of points scored.

            THIRD:          If after considering the  number of wins and the points scored, there is still a tie, the winner of the head-to head competition between the two competitors who are still tied determines the winner.

            FOURTH:      In the event three or more competitors are still tied in wins and points for any place (first, second, third), those competitors tied must contest again to determine the order of finish.

(3)             Situation Involving Fusen Gachi and Kiken Gachi

3.1 In the event a competitor does not show after validly weighing in, the opponent is awarded a score of fushen gachi (10 points)

3.2  In the event a competitor with draw from a contest, the opponent is awarded a score of Kiken Gachi (10 points)

                        Medals/Places will be granted whether or not a competitor wins a contest.

(5)        Bye

A bye is not considered a win. A competitor who received a bye is not called to the tatami.

            (6)       Direct Hansoku-Make

                        All the points that have been received by the competitor awarded the penalty are erased, lost or removed

MATCH TIME:

For the categories, male and female (ages 13-14 years of age) the time of competition will be of (3) three minutes.

For the categories, male and female (ages 11-12 years of age) the time of competition will be (2) two minutes.

AWARDS:

For the competitors:

Gold, Silver, Bronze medals and Diplomas will be awarded when appropriate.

Ippon Trophy will be awarded to a female and a male competitor in each of the two age groups.

To the Participating National Federations:

-     Team Trophies shall be granted (1°, 2° and 3° places for male and female).

-     The Great PJU Champion” Trophy shall be conceded to the National Federation that has accumulated more gold medals TO BOTH AGE GROUPS (to be consulted).

To the delegations’ members:

Diplomas of participation shall be given to each member of the participating delegations on the behalf of the Organizing Committee

WEIGH IN AND COMPETITION SCHEDULES:

    1. The athletes will be weigh in according to the following schedule:

Friday 11 (Panamerican Championship)

Saturday 12 (Panamerican Championship)

Note: Before the weigh in, the athletes shall present their respective Passport and their Accreditation to the event in order to verify the identity of the competitor. All the athletes must be affiliated to the Panamerican judo Union, and in case of being black belts, they must be recognized by the PJU (Resolutions 01-2002 and 02-2002 decided in the 2002 Pan-American Congress conducted in the city of Santo Domingo)

OPENING CEREMONY:

 At the delegations’ arrival, the Organizing Committee shall offer all the information requested regarding the General Program and Opening Ceremony.

FLAGS AND NATIONAL HYMNS:

The chief of the delegation of each National Federation shall present their Flag (1.20 x 1.80 Meters) and a cassette or Cd with their National Song (short version) at the moment of arrival and accreditation.

RULES:
THE PANAMERICAN JUDO CHAMPIONSHIP- CATEGORY: MALE AND FEMALE, will be carried out in accordance with the current Rules of the International Judo Federation (IJF), revised by the Panamerican Judo Union, in the following way:

1. Competitors belonging to 11 and 12 year old categories will not be able to fight in categories for 13 and 14 year olds, and vice versa.

2. In all the Infantile Categories, techniques of Arm Lock or disarticulations  (KANSETSU WAZA) and strangle (SHIME WAZA) will not be allowed. Those competitors who even attempt to ---------- apply any kind of Kansetsu Waza and Shime Waza will be penalized with DIRECT HANSOKUMAKE.

EMERGENCY MEDICAL ASSISTANCE AND LEGAL OBLIGATIONS :

The Organizing committee shall provide --  emergency medical assistance to all the participants officially registered by their respective National Federation.

In the event of requiring any unusual medical attention such as: injury and / or sickness that require hospitalization, treatments, surgery, or special medicine, the cost of these shall be under the National Federation the competitor represents. Therefore, all National Federations participating will exempt the PJU , the Costa Rican Judo Federation and the Organizing Committee for any misfortune that could occur during the training and competition.

It is emphasized and again brought to the attention of all delegations that each National Federation is responsible for her/his competitor(s). (The control of Gender is placed under the responsible of the National Federation) and must assume all responsibility for accident and health insurance as well as the civil liabilities for their competitors and officials. The Panamerican Judo Union, The Costa Rican Judo Federation and the Organizing Committee for the Championship have no liability for any claims, injuries or deaths.

In the event that any judicial, quasi judicial, administrative or regulatory proceedings should arise in which a Member National Federation and or the Panamerican Judo Union is required to expend resources to defend itself and;/or the sport of Judo, then the Member National Federation shall bear any and al responsibility for indemnify and hold harmless the Panamerican Judo Union against any legal action, costs, and repercussions that may occur as a result of legal action.

If a member National Federation fails to indemnify the Panamerican Judo Union for any repercussions, including but not limited to awards of damages against the Panamerican Judo Union and/or attorneys fees incurred.

By the Panamerican Judo Union in its defense that arise from legal proceedings, then the Panamerican Judo Union shall suspend the member National Federation from al activities of the Panamerican Judo Union. 

UNFORSEEN

Everything that is not foreseen herein shall be discussed by the Executive Committee of the PJU and the Costa Rican Judo Federation. The decision of the Executive Committee of the PJU shall control.

SPECIAL ATTENTION: CONTROL AND REGISTRATION OF COACHES

In order to carry out a control of behavior of coaches within the area of competition, the PJU shall keep a Record for this purpose. For that reason, the Organizing Committee shall require the coaches of each National Federation to wear an Official PJU Vest , before entering the Area of Competition.

 FINAL AND COMPULSORY STIPULATIONS

·         All the participants officially registered by their National Federations shall carry into effect the resolutions taken in the 2002 Panamerican Congress conducted in the city of Santo Domingo, concerning the annual affiliation for the year 2005, which shall be paid at the moment of doing the definite registration in the city of San Jose, according to the following:

·         ATHLETES   USD.   20.-

·         OFFICIALS (delegates, referees, physicians, coaches,  etc.)   USD  30.-     

·         DAN GRADE RECOGNITION:   USD  60.-  (PJU AND IJF diplomas and cards).

·         If you already have the IJF Diploma, you only need to get the PJU Diploma, which costs  USD.  20.-  ( PJU Diploma and Card).

All payments will be made in cash, Traveler's checks and credit cards, will not accepted
