PARTICIPATION

a)  Each National Federation will be able to participate with one competitor per category and weight division of competition.
b) Each competitor shall prove his/her identity, sex, age, and nationality through his/her passport or any other official ID from the country of origin, except the Venezuelan competitors who will only need to present their National ID’s.
c)  Each competitor must be officially registered by the President or General Secretary of her/his National Federation.

SYSTEM OF COMPETITION:

Depending on the number of competitors in each category, the System of Competition will be.

a) Six or  More Competitors.

    The System of Competition will be the elimination system with double repechage:

The competitors are divided into two (2) tables, designated Table “A” and Table “B”, by means of a draw, and a single elimination system (sometimes called a “knock-out” system) is to be used to produce two (2) finalists. The winner of the final match will  be awarded 1st place, the loser 2nd place. The 1st place winner will have no losses, the 2nd place winner will have lost only to the 1st place winner. The two competitors who lost to the finalists in the semi-final matches are placed in the final matches of the repechage bracket and will compete for the two (2) third places.

Tables “A” and “B” are each divided so that four (4) quadrants designated A1, A2 and B1, B2 are created. Competition in the winner’s bracket continues until each quadrant has a winner (4 individuals). These four competitors are the semi-finalists. All of the competitors who were defeated by the winners of A1, A2, B1 and B2 are allowed to compete in a “repechage” of their respective quadrants. For Pool A1, the first competitor who lost to Pool A1’s winner, fights the 2nd competitor who lost to Pool A1’s winner, etc. The same elimination matches occur for the repechage of A2, B1 and B2. The winner of the A1 repechage competes against the winner of the A2 repechage. Similarly for B1 and B2.

The final contests for 3rd place will be. The winner of each repechage (A and B) against the loser of the semi-final of the opposite Table (B and A). Thus, the name “cross over” repechage. The winners (2) of those fights are placed third the losers (2) are placed fifth.

A “bye” is not a win and the competitor is not called to the tatami. A forfeit is considered a win.

Medals and places will be awarded in accordance with the Organization and Sporting Code of the International Judo Federation (IJF).

b) Five or Less Competitors.

    The System of Competition will be “Round Robin” (everyone against everyone).      

        (1)  Allocation of Points.

For every contest, the system of allocation of points will be

Sogo Gachi 10 points
Fusen Gachi  10 points
Kiken Gashi  10 points
Hansoku-make 10 points
Waza-ari     7 points
Tree Shidos 7 points

        (2)       Determination of a Winner:

            The order of finish in the Round Robin System is determined by:

        (3)              Situation Involving Fusen Gachi and Kiken Gachi

3.1 In the event a competitor does not show after validly weighing in, the opponent is awarded a score of fushen gachi (10 points)

3.2  In the event a competitor with draw from a contest, the opponent is awarded a score of Kiken Gachi (10 points)

                        Medals/Places will be granted whether or not a competitor wins a contest.

         (5)        Bye

A bye is not considered a win. A competitor who received a bye is not called to the tatami.

          (6)       Direct Hansoku-Make

                        All the points that have been received by the competitor awarded the penalty are erased, lost or removed

It will be of obligatory character that each sportsman takes a judogui of white color and one of blue color, as the specific thing the regulation of the International Judo Federation, adopted by the UPJ.

MATCH TIME:

For the categories, male and female (ages 13-14 years of age) the time of competition will be of (3) three minutes.
For the categories, male and female (ages 11-12 years of age) the time of competition will be (2) two minutes.

AWARDS: 

For the competitors:

Gold, Silver, Bronze medals and Diplomas will be awarded when appropriate.
Ippon Trophy will be awarded to a female and a male competitor in each of the two age groups.

To the Participating National Federations:

-     Team Trophies shall be granted (1°, 2° and 3° places for male and female).

-     The Great PJU Champion” Trophy shall be conceded to the National Federation that has accumulated more gold medals TO BOTH AGE GROUPS (to be consulted).

To the delegations’ members:

Diplomas of participation shall be given to each member of the participating delegations on the behalf of the Organizing Committee

Note: Before the weigh in, the athletes shall present their respective Passport and their Accreditation to the event in order to verify the identity of the competitor. All the athletes must be affiliated to the Panamerican judo Union, and in case of being black belts, they must be recognized by the PJU (Resolutions 01-2002 and 02-2002 decided in the 2002 Panamerican Congress conducted in the city of Santo Domingo)

Important note: with regard to the systems of Round Robin's competition the following regulations will be applied:

Art. I:  Tie among three (3) competitors. The criteria of the tie cases will be kept, as follows :

1.- Number of won combats
2.- Points obtained
3.- Result of the individual series

In case the tie persists, a new combat will be carried out among those tied competitors again and the resolution of this new combat will be carried out by applying the Golden Score system. This has been applied since January 01, 2004.

Art. II: Round Robin Special Situations. Due to some of the problems that have occurred with some special cases that have eventually taken place in some events where the Round Robin Competition system was applied, and in which disagreements have been noticed between the sport rules and the competition rules, in certain cases the following has been decided:

In case a competitor retires himself or is absent at the moment of the fight:

a) Funsengachi Case (non appearance)
b) Kiken Gachi Case (abandon)

Note Well: the points of those competitors who quit the competition for some of these reasons will not be eliminated. The points obtained will be reflected in the respective Competition Forms.

In the events where there are only four competitors registered in the same category:

a) Grant four (4) medals even if there is a competitor who does not win any combat. the medals will be distributed in the following way 1 Gold, 1 Silver 2 Bronze.

In the events where all the Round Robin places are not filled

a) Grant medals even when the list is not completed

Examples:

Two Competitors  -    Gold and Silver
Three Competitors -  Gold, Silver and Bronze

These Resolutions have been applied during the Panamerican Judo Union Congress, held in Santo Domingo in November, 2004

With regard to the membership program and recognition of black belt grades (DAN)

Art. I:  Starting from January 1st 2004, all the Dan grades (Black Belts) should be endorsed by the president of their federation. For this reason, before the congress takes place, the technical delegates will have to present to the commission in charge of the homologation and membership process a list of the members of their respective teams (Competitors, Delegates, Referees, other) who possess black belt grades (DAN). No exceptions shall be accepted, and  those persons who do not appear in the list that their delegate will present, will be denied their right to participate in that event (Championships, Seminars, Clinics, Training Camps, etc.). Those competitors that show any grade (DAN) but are not inside the official list,  will not  be included in the lists for the draw.

Art. II: From January 01st 2004, all the participants that integrate the official payroll of a National Federation in their different functions (Competitors, Referees, Delegates, Coaches, Doctors, Psychologist,  Physiotherapists and other) should be affiliated to the Panamerican Judo Union through the official delegate of their respective National Team. The Panamerican Judo Union will not accept individual affiliations of any member of a national team. This point is compulsory to participate in a particular event  such as  Championships, Clinics, Seminars, Training Camps, etc. Those competitors who do not affiliate before the technical congress takes place, will be excluded from the draw and denied of any participation right without possible appeal. No exception to this measure shall be allowed, since it is compulsory.

These prices include:

The authorities of the region have informed us that alone they will give covering of security to people credited officially in the event, and that they are housed in the official hotels.

Such which mention the suitable prices previously not alone they cover lodging costs and feeding, they also include the transportation, acreditación and system of security, as well as in access to the places of training, he/she also understands each other that that people like accompanying parents and the competitors' representatives will also be included in the applications of the National Federations.

We want to leave clearly expressed that all the payments will be carried out cash, and in American dollars. Traveler's checks, neither credit cards won't be accepted.

With regard to this point, they won't BE MADE ANY TYPE OF EXCEPTIONS.

People that arrive before or leave after the dates settled down by the organization, he/she will make it low their own responsibility, except for it communicates their desire to be in this event

NOTICES: Those delegations that are not adapted to the normative of lodging, will cancel US $ 60  for person.

Dates of inscription:

·         The numerical inscription will have to be send before September 30, 2006.

·         The nominal inscription will have to be send before October 27, 2006.

OPENING CEREMONY:

 At the delegations’ arrival, the Organizing Committee shall offer all the information requested regarding the General Program and Opening Ceremony.

FLAGS AND NATIONAL HYMNS:

The chief of the delegation of each National Federation shall present their Flag (1.20 x 1.80 Meters) and a cassette or Cd with their National Song (short version) at the moment of arrival and accreditation.

RULES:

THE PANAMERICAN JUDO CHAMPIONSHIP- CATEGORY: MALE AND FEMALE, will be carried out in accordance with the current Rules of the International Judo Federation (IJF), revised by the Panamerican Judo Union, in the following way:

1. Competitors belonging to 11 and 12 year old categories will not be able to fight in categories for 13 and 14 year olds, and vice versa.

2. In all the Infantile Categories, techniques of Arm Lock or disarticulations  (KANSETSU WAZA) and strangle (SHIME WAZA) will not be allowed. Those competitors who even attempt to intentionality apply any kind of Kansetsu Waza and Shime Waza will be penalized with DIRECT HANSOKUMAKE.

EMERGENCY MEDICAL ASSISTANCE AND LEGAL OBLIGATIONS:

  • The Organizing committee shall provide --  emergency medical assistance to all the participants officially registered by their respective National Federation.

  • In the event of requiring any unusual medical attention such as: injury and / or sickness that require hospitalization, treatments, surgery, or special medicine, the cost of these shall be under the National Federation the competitor represents. Therefore, all National Federations participating will exempt the PJU , the Venezuelan Judo Federation and the Organizing Committee for any misfortune that could occur during the training and competition.

  • It is emphasized and again brought to the attention of all delegations that each National Federation is responsible for her/his competitor (s). (The control of Gender is placed under the responsible of the National Federation) and must assume all responsibility for accident and health insurance as well as the civil liabilities for their competitors and officials. The Panamerican Judo Union, The Venezuelan Judo Federation and the Organizing Committee for the Championship have no liability for any claims, injuries or deaths.

  • In the event that any judicial, quasi judicial, administrative or regulatory proceedings should arise in which a Member National Federation and or the Panamerican Judo Union is required to expend resources to defend itself and;/or the sport of Judo, then the Member National Federation shall bear any and al responsibility for indemnify and hold harmless the Panamerican Judo Union against any legal action, costs, and repercussions that may occur as a result of legal action.

  • If a member National Federation fails to indemnify the Panamerican Judo Union for any repercussions, including but not limited to awards of damages against the Panamerican Judo Union and/or attorneys fees incurred.

  • By the Panamerican Judo Union in its defense that arise from legal proceedings, then the Panamerican Judo Union shall suspend the member National Federation from al activities of the Panamerican Judo Union. 

UNFORSEEN

  • Everything that is not foreseen herein shall be discussed by the Executive Committee of the PJU and the Venezuelan Judo Federation. The decision of the Executive Committee of the PJU shall control.

a. CONTROL AND COACH RECORD:

  • With the purpose of taking a control of the action (performance) and behavior of the Coach, in the Area of Competition, the PJU, will enable a record for such an end (purpose), for such a motive the Organizing Committee will provide to the trainers of every country an Official jacket of the PJU, which they must dress to enter to the Competition Area.

b. REFEREEING:

  • The countries will bring at least two referees whose classification will be as minimum  International Judo Federation Continental referees  (IJF Continental call previously IJF "B")

 FINAL AND COMPULSORY STIPULATIONS

  1. All the participants officially registered by their National Federations shall carry into effect the resolutions taken in the 2002 Panamerican Congress conducted in the city of Santo Domingo, concerning the annual affiliation for the year 2005, which shall be paid at the moment of doing the definite registration in the city of San Jose, according to the following:

  •  ATHLETES   USD.   20.-

  • OFFICIALS (delegates, referees, physicians, coaches,  etc.)   USD  30.-

  • DAN GRADE RECOGNITION:   USD  60.-  (PJU AND IJF diplomas and cards).

  •  If you already have the IJF Diploma, you only need to get the PJU Diploma, which costs  USD.  20.-  ( PJU Diploma and Card).

  1. All the persons inscribed (registered) officially in the event of the Panamerican Union of Judo (Delegates, Athletes, Coach, Referee, Doctors, and Officials) and that take part in the 6th Panamerican Infantile Judo Championships will yield all his rights to the Panamerican Judo Union to use his(her,your) image in Photographies, Vidio, Television, Cinema and be precise (play in tune), or any type of advertising system, understanding that the Panamerican Judo Union is the owner of all rights of television, written transmission or radiodifution live or pre-record of all the activities related to the official events of the Judo of the Panamerican Judo Union.
