TO THE IJF "CORRECTION MINUTES IJF ORDINARY CONGRESS RIO DE JANEIRO 2007"

Distinguished Mr. Dhouib:
By means of the
present, I am informing have received drafts of the Ordinary Congress of the
International Judo Federation done in Rio de Janeiro, Brazil on September 10th,
2008.
The Executive Committee of the Panamerican Judo Union that reunited on the 19th and 20th of January 2008 in Santo Domingo, Dominican Republic knew the document reference and decided to present and display the following corrections, we detailed:
1.- All the interventions that later to report the presented/displayed to the assembly by the President of the Panamerican Judo Union, Engineer Jaime Casanova Martinez, are illegal and outside context because they were not including in the agenda. In addition the introduced subject violates the sentence of the Court of Arbitration for Sports Sport No. 2005/0/966 Vizer & EUJ v/IJF, on April 20, 2007.
2.- The proposals formulated in the cases of Panama, Jorge Armada (Puerto Rico) and call to Extraordinary Congress of the Panamerican Judo Union, by Mr. Marius Vizer, President of the International Judo Federation, lack validity according to the briefed thing in the effective statutes of the organization specifically in 8.5
8.5 The Congress may consider only those items which are included in the Agenda.
8.7 indicate the agenda points clearly:
8.7 The Agenda of the Congress shall include the following items:
- election of stewards and scrutineers;
- proposals for and review of the sports regulations;
- proposals for and review of refereeing rules;
- proposals for the education aspect of Judo;
- a review of the technical and sports rules;
- a review of the IJF calendar;
- approval of the Minutes of the preceding Congress;
- reports of the President and the Vice-Presidents;
- reports of the General Secretary;
- reports of the General Treasurer;
- reports of the Sports Director;
- reports of the Refereeing Director;
- reports of the Education Director;
- reports of the International Accounting firm (Auditing of the IJF);
- approval of the EC' Activities since the last Congress;
- election of new members to vacant positions on the EC;
- a decision on the allocation of IJF Championships.
- proposals for amendments to the IJF Statutes, Bye-Laws and Rules; and
- proposals from the EC, Continental Unions and National Federation Members
3.- To reject that the suspension of Mr. Jorge Armada, ex-president of the Puerto Rican Judo Federation, is for political reasons as I indicate the President Mr. Marius Vizer since the same one was authorized to unanimity by the Ordinary Congress of the Panamerican Judo Union made in Maracaibo, Venezuela on the past 28 of November 2006 and that in addition he is violator of article 22.6 of the International Judo Federation express:
22.6 All actions, with the exception of expulsion, taken by a Continental Union with regard to one of its member federations shall entail the recognition of this action by the IJF.
The order of the discussion among the items listed above will be in the same order listed in Article 8, paragraph 7. No business shall be transacted nor resolutions accepted for discussion at Congress other than as specified on the agenda relating thereto except as provided in Article 8 of the Statutes. Matters which the EC consider urgent and which have arisen too late for inclusion on the agenda may be brought before a Congress.
It was not possible to put under the Ordinary Congress the cases of Panama and Puerto Rico since the Secretary General DID NOT INTRODUCE the Congress any controversy in the Commission of Credentials as he stipulates article 8.13.
8.13
The verification of credentials and proxies will be carried out by a Committee
composed of the Vice-Presidents, the General Secretary and the General Treasurer
prior to the commencement of the Congress. In the case of any dispute, the
General Secretary shall submit the matter to the Congress.
In addition the meeting to the Commission of Credentials of the 9th of September 2007 had decided the following thing
1. - Mr. Jorge Armada could not represent the Puerto Rican Judo Federation.
2. -The Panamanian Judo Federation was without representation in the Ordinary Congress.
In the case, I specify Panamanian Federation of Judo, I am violated Article 3.
Article 3: AFFILIATION
3.1 Each country may be represented in its Continental Union by only one National Federation.
3.2
If two or more Federations within a country claim representation, it will be
given to the Federation which is recognized by its National Olympic Committee or
by the highest sporting organization of that country. Failing this preference,
it will be given to the Federation which is recognized by the Continental Union
as the valid National Judo Organization.
Articulate 22 -
Expulsion - Resignation - Suspension in the 22.6
22.6 All actions, with the exception of expulsion, taken by a Continental Union with regard to one of its member federations shall entail the recognition of this action by the IJF.
5.- To reject briefed by the President of the International Judo Federation, Mr. Marius Vizer in the point C of which the UPJ, is in a complex situation and in addition that never the Ordinary Congress vote the one that the UPJ celebrates in Extraordinary Congress under the supervision of the FIJ and in a neutral country of America that will be selected by the FIJ since the only organization that can summon to a congress in America is the Executive Committee of the Panamerican Judo Union, according to they indicate the statutes of that continental organization, I article VII, the Congress, Section C, Extraordinary Congress:
Seccion C. Extraordinary Congres.
Extraordinary Congress may be convened by the Congress or
the Executive Committee. They may also be convened by President and The General
Secretary at the request of:
1.- A majority of the members of the Executive Committee.
2.- By more than half of fully affiliated National Organizations, that are up to
date in their dues.
Convocations of the Congress shall be in writing, sixty days, prior to it’s
date, giving the reasons and purposes that prevailed in order to request the
holding of an Extraordinary Congress.
We are request to him to correct of place in the indicated document since the decisions are violators to the effective statute of the International Judo Federation and the Panamerican Judo Union.
