Mr. President:

Receive my regards and best wishes of success in your delicate functions, in the occasion of exposing you concern of the Panamanian Sport Institute (PANADEPORTES) for the unknown of the IJF, in the last congress celebrated in Rio de Janeiro made the faculties that constitutionally and legally has PANADEPORTES in accepting, not only the participation of a person with no legal representation to de represent the Panamanian Judo in such congress, but besides unknowing the representative of this sport discipline and certified by PANADEPORTES.

We refuse, emphatically, that the sovereignty of the Republic Of Panama may be place in doubt, in sport matter, being questioned, without any validity the recognition of PANADEPORTES makes to de Sport Federation as maximum sport authority in the Republic of Panama.

We have the knowledge the Mr. Ernesto Arce and Mrs. Rosa de Santamaria in open contempt, pretend to continue usurping the representation of judo in coming events which, in the event of performance would rise a disciplinary sanction.

These persons don’t have any representation due to their negative of participating in the electoral process carried out in conformity with the law to designate the authorities of the Panamanian Judo Federation. For this, we acknowledge that the only authority that can grant the use the national symbols of the Republic of Panama (Flag, Anthem and Shield) is PANADEPORTES.

Awaiting for your collaboration in making the laws and decisions of any federation duly constituted as it is the Panama Judo Federation.
