This event will be arranged by Argentina Judo Confederation and will be held in Buenos Aires (Argentina), April 08 to 09, 2008.

The Regulations of the event are attached, remitted by the Argentina Judo Confederation and approved by the Executive Committee of the Panamerican Judo Union so that they have the appropriate information.

  Dear Presidents of National Federations member of the PJU, belonging to the area of Olympic qualification PJU III:

 

In this opportunity we are writing to you to inform you that from 8 to 9 April 2008, the Argentina Judo Confederation will be doing together with the Panamerican Judo Union, the Qualification Championships of Zone PASO  number III for the Olympic classification formed by the following countries:
 

Argentina (ARG), Bolivia (BOL), Brasil (BRA), Chile (CHI), Dominica (COL), Ecuador (ECU), Guyana (GUY), Paraguay (PAR), Perú (PER), Saint Kitts and Nevis(SKN), Saint Vincent and the Grenadines(VIN), Surinam (SUR), Trinidad y Tobago (TRI),  Uruguay (URU).

 

These events will be organized for the higher categories for female and male, and we would feel flattered if your teams were present in this tournaments for which we extend our formal invitation. We are hereby sending attachments of the events, programs, registration forms and flight itineraries.

 

We are looking forward to seeing you all soon, participating in Buenos Aires, Argentina, during next April 2008.

PARTICIPANTS:

For the Qualification Tournament of Olympic Classification Zone III  all national federations, properly affiliated to the Panamerican Judo Union that you/they belong to the PASO Area, of Olympic Qualification III, for that which in advance will manifest their desire of participation in a such way to be able to guarantee their lodging, feeding and internal transportation.

B.- Participants:

       1.-
Each national federation shall participate with a maximum of one competitor per category of weight either for male or female. 

       2.- The obtaining of points for the zonal events according to the normative of the UPJ which will be the following one:

Judo Cup (Qualification Tournaments) :

One point (1) is given to each participant. The medal winners and those who get a place shall receive these additional points:

 

Gold

10 Points

Silver

07 Points

Bronze

05 Points

Fifth Place

03 Points

 

These points will be added to the record of each country in the category where it is adding points.

 

Each competitor should demonstrate identity, age and nationality by his/her Official Passport. PARTICIPANTS FROM ARGENTINA COULD DEMONSTRATE THEIR IDENTITY BY THEIR NATIONAL I.D. CARD

 

 D.- Administrative:
 

Before the official weigh in starts, the athletes must present their passport and their respective Accreditation for the event in order to verify the identity of them. All the athletes must be affiliated to the Panamerican Judo Union and in case of being black belts, they must be PJU Recognized ( Resolutions 01 and 02 of the Panamerican Judo Congress - conducted in Santo Domingo - 2002 )
 

Since all this events is an OFFICIAL Events of the Panamerican Judo Union, all the participants officially registered by their National Federations must comply with the resolutions of the Panamerican Judo Congress, conducted in Santo Domingo, about the annual affiliation payment corresponding to this year 2008, and which will be cancelled once registered in the city of Buenos Aires ( Argentina ), and following the prices listed herein below:

1. Athletes: 20 US $
2. Officials: 30 US $ (delegates, referees, physicians , physiotherapists, coaches)
3. Grade Recognition (Dan): 60 US $

LODGING AND FEEDING

 

 

“A” Class:

Apart hotel 4 stars category, 50m2 room, with
two beds, buffet breakfast, lunch, and dinner which includes buffet entry, main course (to choose half menu), drink and dessert  at the same hotel   U$S 105. (One hundred and five American dollars)

Single:                                  U$S 165 (hundred sixty five American dollars)
Doubles Occupation:           U$S  125 (hundred twenty-five American dollars)
Triple Occupation:               U$S  105
 (hundred five American dollars)

All of the three options include :

“B” Class:

one and two stars hotel, room with air conditioner, TV, buffet breakfast
 at the same hotel, lunch and dinner which includes entry, main course, drink and dessert at the National High Performance Sports Center (Place of the Competition) and other services, with a general cost of U$S 65.00 (sixty five American dollars) including internal transportation.

Double: U$S 75. (seventy five American dollars)
Triple:  U$S 65 (sixty five American dollars)

The rates are per day and for person

"C" CLASS :

Lodging in quadruple rooms with breakfast, lunch and it has dinner that it includes entrance, plate main drink and dessert 1 Water Mineral in the National Center of High Sport (competition place).

Cost. U$S 45. (forty five American dollars)
The rate is per day and for person.

To optimize your accommodation and stay it is very important that you inform us of the quantity and the class of rooms you will need, single, double, triple or matrimonial.

The Argentinean Judo Confederation will not assume any responsibility for the meals and accommodation disposition in case of your not fulfilling the registration and reservation dead lines. If you need accommodation before April, 07 or after April 10, 2008 it is very important that you contact the organizing Committee.

The participating delegations shall have the following transportation commodities:

DATE OF REGISTRATION:

 

1.-First Notification

            The National Judo Federation of each country shall send the registration form with the number of participants (Numeric Registration Form) to the Organizing Committee before March 10th 2008.

   
 2.-Official Registration

            The National Judo Federation shall send the registration form with the name of the competitors (and their respective categories), coaches, referees, and officials to the Organizing Committee before March 15th 2008.       

 

3.-Flights Information

            It must be sent to the organizing committee before March 15th 2008, specifying : Airline, Flight No., Time of arrival and number of people.

NOTE WELL:

 

        1.-Each country must bring their own national song ( recorded in a cassette or CD – short version) and flag.

        2.-The VISA permission to get into Argentina territory is of full concern of the Immigration Authorities from Argentina. However, any inconvenient could be solved if you send us a previous notification with enough time to solve the problem in case there is one.

        3.-Each National Federation will be fully responsible in case of accidents and / or illnesses, as well as civil responsible for their delegations during their stay in Argentina.

 

COMPETITION SYSTEMS:

Important Note: to Round Robin system the following rules will be applied:

A. Round Robin

Art. I: Tied between three (3) competitors. Same criteria in the tied, such criteria are:

1. - Number of won combats
2. - Score
3. - Result of head to head competition between those two
4.- Three or more tied draw and contest again

Art. II:  Round Robin special situations, the following rules will govern:

Rules Involving:
a) Fusen Gachi (absence) opponet - 10 points
b) Kiken Gachi (Abandon) opponet - 10 points
c) Hansoku Make (disqualification) all points that have been received by the competitors awarded the penalty are erased, lost or removed

Cases where there are five competitor’s entries in the same category:
a) Award five (5) place even when one of the competitors doesn’t win any combat. 

Cases where Round Robin places are not full:
a) Award medals even the entries are not complete, like this:

Example:
One Competitor - Gold
Two Competitors - Gold and Silver
Three competitors – Gold, Silver and Bronze
Four Competitors -  Gold, Silver and two Bronzes
Five Competitors -  Gold, Silver, two Bronzes and 5th place

Medals/Places will be granted they have or non win the competitor a combat.

All the resolutions about Round Robin had made effectives since January 1, 2004 and therefore applied in this event.  If you want to have more information about this, please address to http://www.pju.org/nuevo/resolucionestecnicas2004.htm (PJU congress and technical resolutions of the Executive Committee). These resolutions were approved in the Congress of PJU, Santo Domingo, November 2004.

Six or  More Competitors.

The System of Competition will be the elimination system with double repechage:

The competitors are divided into two (2) tables, designated Table “A” and Table “B”, by means of a draw, and a single elimination system (sometimes called a “knock-out” system) is to be used to produce two (2) finalists. The winner of the final match will  be awarded 1st place, the loser 2nd place. The 1st place winner will have no losses, the 2nd place winner will have lost only to the 1st place winner. The two competitors who lost to the finalists in the semi-final matches are placed in the final matches of the repechage bracket and will compete for the two (2) third places.

Tables “A” and “B” are each divided so that four (4) quadrants designated A1, A2 and B1, B2 are created. Competition in the winner’s bracket continues until each quadrant has a winner (4 individuals). These four competitors are the semi-finalists. All of the competitors who were defeated by the winners of A1, A2, B1 and B2 are allowed to compete in a “repechage” of their respective quadrants. For Pool A1, the first competitor who lost to Pool A1’s winner, fights the 2nd competitor who lost to Pool A1’s winner, etc. The same elimination matches occur for the repechage of A2, B1 and B2. The winner of the A1 repechage competes against the winner of the A2 repechage. Similarly for B1 and B2.

The final contests for 3rd place will be. The winner of each repechage (A and B) against the loser of the semi-final of the opposite Table (B and A). Thus, the name “cross over” repechage. The winners (2) of those fights are placed third the losers (2) are placed fifth.

A “bye” is not a win and the competitor is not called to the tatami. A forfeit is considered a win.

Medals and places will be awarded in accordance with the Organization and Sporting Code of the International Judo Federation (IJF).

TIME DURATION OF CONTESTS

All categories, male and female will have a competition time of five (5) minutes.

Final and Temporary Conditions:

 

Everything not previewed in this rules, terms and conditions, shall be decided according to the following: 

·         Technically speaking: Shall be decided by the Technical Commissions of the PJU together with the Venezuelan Judo Federation.

·         From the point of view of Administration and Organization: Shall be solved by the organizing committee.

 

REFEREEING:

The participant delegations will be able to they will bring two referees like maximum, which will have minimum graduation of I arbitrate Continental FIJ, if some strange country to the Area of Qualification III, he/she wants to bring referees to collaborate in this event.

ANTIDOPING CONTROL:

Control antidoping will exist among the participants of of this qualification event in an everything according to the effective regulation or dispositions of the IJF for this type of classificatory event.
