Gentlemen: Presidents of the National Judo Federations Affiliated to the PJU   

In the opportunity I go to you to inform them that the days 16 and 17 of June 2006, the Colombian Judo Federation, they will be carrying out the edition 2006 of the traditionals Internationals Tournaments" FELCOLJUDO and Jigoro Kano." This events corresponding to the fourth stage of the XIII Pan-American Judo Circuit, 2006, where they will be able to participate all the affiliated National Federations to the PJU that manifest their desire to participate in this event that you in the Cartagena de Indias, Colombia.

These events will be carried out in the senior categories in male and female, and we will be flattered that their teams are present in these tournaments for which we extend them a cordial invitation.

Sends annex the regulations for the events, programs, inscriptions forms and flights itineraries.

The Organizing Committee coordinated its transfer from and toward the airport, places of competitions, in short all the activity at organizational level characteristic of an event of this nature.

Hoping to see them participating in Mexico City, Mexico, the next month of June 2006, I say goodbye,

PARTICIPANTS:

 

For the International Judo Tournament “Fecoljudo and Jigoro Kano”, all Panamerican countries will be able to participate if they want to and they will have, in advance, notify their participation via Fax or E-mail as soon as possible to quantify availability and give immediate ansswer.

 

CONDITIONS:

 

A.- Techniques:

 

            1.- International Judo Federation (IJF) rules and adopted by Panamerican Judo Union (PJU) USE OF BLUE AND WHITE JUDOGUIS WILL BE OBLIGATORY, WITHOUT EXEMPTIONS.

 

a)     Male: -55, -60, -73, -81, -90, -100, +100kg. and Open.

           b)  Female: -44, -48, -52, -57, -63, -70, -78, +78kg. and Open

.

COMPETITION SYSTEM:

Important Note: agree with Round Robin competition systems will aply next rules:

Art. I: Tie between three (3) competitors. Will stay the same criteria in tie cases, this criteria is:

1.- Number of won combats.
2.- Obtained Points.
3.- Indivdual serie results.

To persist the tie, one becomes to fight between the tied ones and resolution of this new combat would be realized by the application of Golden Score. This apply since January 1st, 2004.

Art. II: Round Robin Special Situations. In sight of the problems that had been presented with special cases that occur eventualy in some events where Round Robin Competition System applies, where it’s noted that one or more discordances between sporting rules and competition rules, in some cases the next is decided:

When a competitor retires or a competitor does not appear:

a)Funsen Gachi case (competitor does not appear)
b) Kiken Gachi case (Abandon)

Note: Points of those competitors that retires form competition won’t be eliminated for one of these motives, obtained points will be noted in the respective Competition Schedule.

In cases where only be four signed competitors in a same category:
a) Give four (4) medals although a competitor won’t win any combat.

Cases where Round Robin places are not completed:
a) Give the medals although schedule is not completed.
Examples:

 One Competitor  -  Gold
            Two Competitors  - Gold and Silver
            Three Competitors – Gold, Silver and Bronze

These Resulutions were approved in Panamerican Judo Union congress in Santo Domingo city in November 2004.

Art. I: In those events where there are many consecutive proves, such as Kata, Shiai and Teams competitions, or different events will be realizad just one weigh, this is with the finality of not produce a major wear Hawai in competitors, just if competitors do not change weight in events following the primary weigh (Applies since 01/01/2004). All these resolutions of aplication in Round Robin and events where exists few tournaments and will be effective since January the 1st 2004 and for this reason will be applied in this event. PARTICIPATION (Single Competitions, by weight division):

  1. Each country could participate with:

·         Oficers (Delegates, doctors, massagists, etc.)

b.      Each competitor will have to prove his identity, age, nationality, by his Passport, except colombian competitors whom will be suficient to show an ID card with fotography.

ADMINISTRATIVES:

Previous to official weigh, athletes will have to show their passports and respective Event Acreditation to verify competitor identity. Every athlete will have to be afiliated to Panamerican Judo Union and if they are black belts will have to be homologated by PJU (Resolutions 01 and 02 of Santo Domingo Panamerican Judo Congress 2002).

Because this is a Panamerican Judo Union Oficial Event, all participants signed oficially by National Federations will have to fulfill the resolutions of PJU Congress held on Santo Domingo City about afiliation year payment of 2004 and whom will be cancelated at the moment of the definitive inscription in Mexico City, following the next schedule:

1. Athlets: 20 US $
2. Oficers: 30 US $ (delegates, referees, doctors, massagists, coaches, etc.)
3. Degree Homologation (Dan): 60 US $

About membership program and Dan negrees homologation

Art. I: Since January 1st 2004, all Dan degrees will have to be guarrantied by their federation president, for this, technical delegates before the congress, will have to present to the comossion in charge of homologation and membership process, a list of the members of their respective teams (Competitors, Delegates, Referees, others) that have degree (DAN), there won’t be accepted any excepmtions and people that not appear in that list it will be denied the right to participate in the event that is realizing (Championships, Seminaries, Clinics, Training Championships, etc). Those competitors that have any degree (DAN) that are not into the oficial list won’t be included in drawing lists.

Art. II: Since January 1st 2004, all participants that integrate the oficial schedule of a National Federation in their diferent functions (Competitors, Referees, Delegates, Massagists, Doctors, Phycologysts, etc) will have to be affiliated to Panamerican Judo Union by the way of the oficial delegate of each Nacional Team, Panamerican Judo Union won’t accept single afiliations of any member of a National Team, this will be obligatory to can participatein the event such as Championships, Clinics, Seminaries, Training Championships, etc. Those competitors that won’t be affiliated before the technical congress, will be excluded from withdrawal and denied all participation right without possible apelation, this rule won’t have any type of excemption, because it’s obligatory. http://wwwpju.org/nuevo/resolucionestecnicas2004.htm (Excecutive Committee Technical Resolutions).

ACOMODATION:

 

The day of the dalegations arrival to “Fecoljudo and Jigoro Kano” Tournament will be Thursday June the 14th. Organizer Committee will give  twelve (12) free tickets to athletes and two (2) officers for each delegation and extra people will have to pay their lodging and feeding in the hotel they decide.


The previous stay to July the 14th and after the 18th, will be with charge to delegations at the hotel they decide.

 

Important Note: Delegations that do not take facilities that Colombian Judo Federation gives (lodging, feeding and transportation) will have to pay for their lodging and internal transportation.

 

TRANSPORTATIONS:

 

Participant Delegations, wil have the next transportation facilities:
            a.- Airport-Villas Tlalpan Sporting Centre Vice versa.
            b.- To the training places.
            c.- To the competition place

Countries that don’t use Organiser Comité facilities, only will be given transportation Airport-Sporting Centre-Airport. Internal transportation from Hotel to Sporting Centre will be paid by the delegation.

DATE OF ENTRY:

 

1.-First Advice

National Judo Federations of each country have to send the preliminar inscription schedule with the number of participants (Numeric Inscription) to the Organizer Committee UNTIL May 15, 2006.

2.-Oficial Inscription

National Judo Federations of each participant country have to send the inscription schedule with the names of the competitors (and division-weight), coaches, referees, and officers to the Organizer Committee UNTIL May 22, 2006

3.-Flight Information

Have to be send to the Organizer Committee UNTIL May 26, 2006, especifying Air Line, Flight Number, Arrival Time and Number of people.

 

IMPORTAN NOTES:

       
National Athens AND FLAGS:

Each Nacional Federation will have to give us at the arrival and accreditation, their country flag (1.20 x 1.80 m) and a KCT or CD with the National Hymn of their country. (Short Version).

VISAS:

We inform you that to be able to tramit your visas, we require the delegation list showing the function of each integrant (competitor, delegate, coach, referee, etc.) and a readible copy of the passport: by migration department instructions, we have to make the tramit a month in advance to the day of the event.

MEDICAL SERVICE:

Organizer Committee will give Emergency Medical Service to all participants signed oficialy by their National Federation.

 

In case to be necesary any extraordinary medical attention, such as injuries, sickness, operations and medicine, costs will have to be assumed by the National Federation he/she represents. For this reason, all National Federations signed, will exempt of any responsability to Colombian Judo Federation, Panamerican Judo Union and Organizer Committee, for any accident occured into the event development.

  

UNEXPECTED:

Every unexpected in this Call will be studied y developed by the Colombian Judo Federation. Technical Direction jointly with the Organizer Committe.
