XV Central American and Caribe Championships
June 11th to 14th, 2009

 

Sir: President of the National Judo Federation afiliate to the PJU   

In the opportunity we go to you to inform them that the June 11th to 14th, 2009, the Dominican Judo Federation (FEDOJUDO) will be being carried out the XVI edition of the traditional FEDOJUDO INTERNATIONAL CUP and XV Central American and Caribe Seniors Championships,  where they will be able to participate all the affiliated National Federations to the PJU that manifest their desire to participate in this event you will be carried out Santo Domingo, Dominican Republic.

These events will be carried out in the infantile and juvenile categories in the masculine and feminine branches, and we will be flattered that their teams are present in these tournaments for which we extend them a cordial invitation. We send annex the regulations for the events, programs, forms of inscriptions and flghts itineraries.

The organizer committee will take care of the transport from and to the airport, competition venue and all related activities.

We will appreciate your participation in Santo Domingo next June.

PARTICIPANT :

For the XVI International FEDOJUDO Cup and the XV Central Amerian and Caribe Judo Championships, they will be able to inform all the Panamérica's countries that like that they it wish and for which they will have to demonstrate, in advance, his desire it communicating route Fax or E-mail more prompt possible mas to quantify the availability and to give him immediate response.

CONDITIONS :

A.- Technical:

1.-Rules and regulations of IJF and PJU will be applied.
 a) Male       -55, -60, -66, -73, -81, -90, -100, +100 Kg and Open. 
 b) Female   -44, -48, -52, -57, -63, -70, -78, +78 Kg  and Open.

COMPETITION SYSTEMS:

Athletes are compelled to bring a white and a blue judogi, in accordance to the International Judo Federation Rules, adopted by the Panamerican Judo Union.

  • ROUND ROBIN (five or less competitors)
  • QUARTER FINAL REPECHAGE (More than 5 competitors)

a) Five or Less Competitors.

    The System of Competition will be “Round Robin” (everyone against everyone).      

        (1)  Allocation of Points.

For every contest, the system of allocation of points will be

A “bye” is not a win and the competitor is not called to the tatami. A forfeit is considered a win.

Medals and places will be awarded in accordance with the Organization and Sporting Code of the International Judo Federation (IJF).

        (2)       Determination of a Winner:

            The order of finish in the Round Robin System is determined by:

  • FIRST: The number of wins.

  • SECOND:  If after considering the number of wins there is a tie, the results will be decided on the number of points scored.

  • THIRD:  If after considering the  number of wins and the points scored, there is still a tie, the winner of the head-to head competition between the two competitors who are still tied determines the winner.

  • FOURTH: In the event three or more competitors are still tied in wins and points for any place (first, second, third), those competitors tied must contest again to determine the order of finish.

        (3)              Situation Involving Fusen Gachi and Kiken Gachi

3.1 In the event a competitor does not show after validly weighing in, the opponent is awarded a score of Fusen gachi (10 points)

3.2  In the event a competitor with draw from a contest, the opponent is awarded a score of Kiken Gachi (10 points)

                     Medals/Places will be granted whether or not a competitor wins a contest.

         (5)        Bye

A bye is not considered a win. A competitor who received a bye is not called to the tatami.

          (6)       Direct Hansoku-Make

 All the points that have been received by the competitor awarded the penalty are erased, lost or removed

Athletes are compelled to bring a white and a blue judogi, in accordance to the International Judo Federation Rules, adopted by the Panamerican Judo Union.

Important Note: to Round Robin system the following rules will be applied:

Round Robin special situations: According to the difficulties that have been occurring in the system, where one or more discordances between sport and competition rules, the following have to be taken into account:

When a competitor gets out or is not set to the combat:
a) Fusen Gachi (absence)
b) Kiken Gachi (Abandon)
c) Hasoku Make (disqualification)

Cases where Round Robin places are not full:
a) Award medals even the entries are not complete, like this:

One Competitor - Gold
Two Competitors - Gold and Silver
Three competitors – Gold, Silver and Bronze

All the resolutions about Round Robin had made effectives since January 1, 2004 and therefore applied in this event.  If you want to have more information about this, please address to: http://www.pju.org/nuevo/resolucionestecnicas2004.htm (PJU congress and technical resolutions of the Executive Committee). These resolutions were approved in the Congress of PJU, Santo Domingo, November 2004.

b) Six or More Competitors.

The System of Competition will be the elimination system with Quarter Finals Repechage:

The competitors are divided into two (2) tables, designated Table “A” and Table “B”, by means of a draw, and a single elimination system (sometimes called a “knock-out” system) is to be used to produce two (2) finalists. The winner of the final match will  be awarded 1st place, the loser 2nd place.

The 1st place winner will have no losses, the 2nd place winner will have lost only to the 1st place winner. The two competitors who lost to the finalists in the semi-final matches are placed in the final matches of the repechage bracket and will compete for the two (2) third places.


Tables “A” and “B” are divided in four (4) quadrants designated as A1, A2 and B1, B2. The competition in the winning bracket continues until each quadrant has a winner (4 individuals). These four competitors are the semifinalists. All the competitors that had lost in the quarter finals in the A1, A2, B1 and B2 quadrants will compete in a repechage in their respective Tables. The losers in the quarter finals pool A1 and A2 will compete in the first quadrant of the repechage. Consequently, the losers in pool B1 and B2 will compete in the second quadrant of the repechage

 

The final combat of the 3rd place: the winner of each repechage (A and B) against the loser of the semi-final in the opposing table (B and A); hence, the name “Quarter finals repechage”. The winners (2) of these matches will fill the third places; the losers (2) will fill the fifth places.

TIME DURATION OF CONTESTS
All categories, male and female will have a competition time of four (4) minutes.

AWARDS:

a) Athletes
There Medals and Diplomas will be awarded to the three first places each category.
To the fifth places (5th) each category Diplomas will be awarded.

b) Countries:
Trophies to the Teams (1st, 2nd and 3rd places in male and female)
Trophy to the “PJU Big Champion” awarded to the country that got the largest number of gold medals.

c) Integrants of the Delegations:
Diplomas of Participation will be awarded to every member of the Delegations.

B. - Participants:

1. -Each country will be able to participate at most with 2 participants in the XI SIMON BOLIVAR International Cup, in each weight division, male as well as female, with the exception of the host country, which will have open participation. IT WILL BE MANDATORY FOR EACH ATHLETE TO BRING ONE WHITE JUDOQUI AND ONE BLUE JUDOQUI IN ACCORDANCE TO THE RULES OF THE INTERNATIONAL JUDO

D. - Administrative:

Before the official weighting, the athletes will have to present their passport and their respective Event Credential in order to confirm the identity of the competitor. All the athletes will have to be affiliated to the Panamerican Judo Union and if they are black belt they have to be homologated by the PJU. . (Resolution 01 y 02 of The Panamerican Judo Union Congress of Santo Domingo.  Congress 2002)

For those Panamerican Judo Union events of official nature, all the participates registered by the National Federation will have to comply with the resolution of the PJU Congress held in the City of Santo Domingo in relation to the payment of the yearly affiliation of the year 2008, and which will be paid at the time on registration in the Margarita Island  (Venezuela) in accordance with this table:

1. Athletes: US $ 20
2. Officials: US $ 30 (delegates, referees, doctors, masseurs, kinesiologists, coaches
3. Dan Homologations: US $ 60

All the persons inscribed (registered) officially in the event of the Panamerican Judo Union (Delegates, Athletes, Trainers, Referee, Doctors, and Officials) and that take part in this event will yield all his rights to the Panamerican Judo Union to use his image in Photographies, Videos, Television, Cinema and be precise (play in tune), or any type of advertising system, understanding that the Panamerican Judo Union is the owner of all rights of television, written transmission or radiodifuntions live or pre recorder of all the activities related to the official events of the Judo of the Panamerican Judo Union.

In case of some doubt in the interpretation of the bases of the event, the Executive Committee of the UPJ will dissolve any conflict or doubt.

NOTE: The payments must be made in cash; credit cards and traveler’ s check will not be accepted.

In reference to the Membership and Dan degrees Homologation program.

Art. I:  Beginning on  January 01 of the year 2004 all the Dan degrees will have to be recognized by the president of the national federation,  the technical delegates before the congress will have to present to the commission in charge of the homologation and membership process a list of the members of their respective team (competitors delegates, referees and others) that have a degree (DAN) no exception will be made and the people who do not appear on that list the right participate in the event that is being held will be denied ( championships, training camps, seminaries, clinics, etc.). The competitors that have a degree (DAN) that are not on the official list will not be in the draw. 

Art. II: Beginning on January 01 2004 all the participants that are on the official list of a National Federation in their many functions (Competitors, Referees, delegates, masseurs, doctors, psychologists and others) will have to get affiliated to the Panamerican Judo Union through the official delegate of the respective National Team.  The Panamerican Judo Union will not accept individual affiliations of any member of a National Selection; this will be mandatory in order to participate in the event. Those competitors who do not affiliate before the technical congress; will be excluded of the draw  all rights of participation will be denied. ACCOMMODATION:


 

The arrival day of the delegation for the International SIMON BOLIVAR Cup and the Central American And Caribe Senior Championships will be on June 10 (this is due to availability at the Hotel). The name and address on the official hotel of the event will be informed in the future. The organizing Committee of the event it granted gratuitous the shares based on the previous square, the other ones will pay their lodging and feeding, which will have a cost of US$70.00 (seventy dollars and 00/100) per day per person in a quadruple room, strictly.

 

The stay before june 11 and after june 14 will be responsibility of the delegations with a cost US $ 70.00 (seventy dollars and 00/100) per person per day and the payments must be in cash

 

Important Notice: The delegations that do not use the accommodation, food and transportation arrangement offered by the Venezuelan Judo Federation will have to pay a cancellation fee of US$100.00 (one hundred dollars with 00/100).

 

TRANSPORTATION:

 

The participating delegation will dispose of the following transportation facilities:

 
 A. - From the Airport and to the Accommodation location. And vice versa.
 B. -To the Competition Location
 

REGISTRATION DATES :

1.- Numerical Registration

Each National Federation must send numerical registration not later than may 17.

2.-Official Registration

Each National Federation must send competitors names and weight categories, coaches, delegates, referees no later than June 1st. If possible also send digital pictures by email.

3.-Flight Information

Must be sending no later than June 4 indicating air line, flight number, arrival and departure times and how many people are coming.
 

IMPORTANT NOTES :

1.- Each country must bring his flag and anthem (short version) in CD or cassette.                 
2.-If any problem appears with the visas to Dominican Republic, please let us know with enough anticipation time.
3.-Each National Federation will assume all responsibility in case of any accident or illness of its delegation.
 

EMERGENCY MEDICAL SERVICES

  • The Organizing Committee will provide Medical Service of Emergency to all the participants inscribed(registered) officially by his(her,your) respective National Federation.

  • In case of being necessary some medical extraordinary attention as injury and / or disease that needs hospitalization, treatments, surgical interventions and medicines, the costs will have to be taken up office for the National Federation that the competitor represents. Therefore, all the Federations participants, will exempt from responsibility the UPJ, to the Organizing Committee, to the Dominican Judo Federation and to the Organizing Committee for any mishap happened during the training and the competition.
  • It is emphasized and they are requested special attention to all the delegations with regard to that each National Federation is responsible for its competitors. The control of the sex is responsibility of each National Federation, and they will assume all responsibility for accident and sure of health as well as for the civil responsibilities for its competitors and official. The Panamerican Judo Union, the Dominican Judo Federation and the Organizing Committee of the event, they won't be responsible for any birdcall, insults or death.
FinaI AND TRANSITORY DISPOSITIONS:


Whatever is not covered by these rules, conditions and regulations will be resolved in the following manner.

  • Of technical Nature: Will be resolved by the Technical Direction of the PJU and Dominican Judo Federation

  • Of Organization and Administrative Nature: It will be resolved b y the Organizing Committee.
