The Panamerican Judo Union must inform the entire sports community in the world about the new attempt of Mr. Marius Vizer to ignore the affiliation we have had for more than 40 years in this world organization, for which he will be using a new trick.

Despite of the fact that the Court of Arbitration for Sport, with the sentence CAS 2009/A/1823 Panamerican Judo Union vs. International Judo Federation dated December 11, 2009, clearly stated that the Panamerican Judo Union is the sole representative of Judo in the Americas, Mr. Marius Vizer is trying, with the support of legal subterfuges, to disaffiliate us.

Not satisfied with having disobeyed the arbitral decision stated above, Marius Vizer, who said in the last Ordinary Congress of the International Judo Federation held in Rotterdam, The Netherlands, that he would obey the decision taken by the Court of Arbitration for Sports, now under the ridiculous argument that a new International Judo Federation is being created, he expects to disaffiliate once again the Panamerican Judo Union and to “recognize” the ILLEGAL, DISMISSED and PARALLEL Panamerican Judo Confederation created by Vizer himself together with Mr. Juan Carlos Barcos and the very own Secretary General of the International Judo Federation Heidi Dhouib, among others, with the participation of renown figures of the Olympic movement in the Americas: just a big conspiracy!

When we talk about a ridiculous maneuver, we are referring to the fact that the seating of the International Judo Federation is being moved from Dublin, Ireland to Lausanne, Switzerland, and by this change of seating Mr. Vizer attempts to disaffiliate the Panamerican Judo Union in order to include the illegal and removed Panamerican Judo Confederation.

The maneuver Mr.Vizer wants to put forward is based on the fact that in the Ordinary Congress of the International Judo Federation held in Rotterdam, Holland last August 23, 2009, the CHANGE of the seat indicated above was approved.

It’s outrageous that based on this they wish to affiliate another organization to represent the Americas in Judo in the world, and that for this same issue it has been ignored the fact that a new Executive Committee must have been elected in what should have been an incorporation Assembly, and this happens to be like this because it is no secret that Mr. Vizer’s intention is to continue unrecognizing the Panamerican Judo Union.  

It is not true that a NEW IJF was founded, since in order to create a new International Judo Federation, the previous one would have to be terminated, and this has not happened.

How is it possible that Mr. Vizer subrogates the right to decide who takes part or not in the IJF, if the IJF has been incorporated since 1951?

When was held an IJF incorporation assembly electing then Marius Vizer and other members of the Executive Committee?

Furthermore, a statute modification of the article 1.4 is on the table, in order to try to legitimate the unrecognition of the PJU, which was not part of the agenda sent to the congress and in consequence null and void.

With this lack of respect of the arbitral decision the Court of Arbitration for Sports should consider its role as an arbitrator of the sports related conflicts in the world, since Mr. Marius Vizer has disrespected, to our knowledge, three (3) arbitral rulings issued by the CAS, which incredibly reduces the CREDIBILITY of this legal international organization before the users of its services.

The very own International Olympic Committee, mentor of the Court of Arbitration for Sports, should think about how to apply measures to the continuous violations on behalf of Marius Vizer, who appears to not respect nor accept the legitimacy of CAS.

 This disaffiliation of the Panamerican Judo Union from the International Judo Federation is just a matter of days since in this regards Mr. Vizer has already requested documentation to the Panamerican Judo Union in order to try to justify this new trick against judo in the Americas.

In this regards, Mr. Vizer has already tried to illegally disaffiliate the Panamerican Judo Union last March 27, 2009, which he did not accomplish thanks to the preemptive measures requested by the PJU, then accepted and issued by CAS on July 27, 2009, and later ratified by the arbitral decision of December 11, 2009.

Who is going to believe that Marius Vizer is acting of good faith to affiliate a new continental organization in the Americas?

Marius Vizer is not an impartial judge, he cannot affiliate another continental union in the Americas other than the PJU.

Marius Vizer’s intention to once again violate the law is clear when he requests documents to the Pan American Judo Union and at the same time, he does the same request to the president of the illegal and removed Panamerican Judo Confederation.

Everybody in the sports world is aware of the Mr. Vizer’s wishes to remove the Panamerican Judo Union and to replace it with the illegal PJC, created thanks to Mr. Vizer, its mentor and financial creator.

The Court of Arbitration for Sports, the IOC Ethics Committee and the very own International Olympic Committee must intervene in order to ensure that the arbitral decision issued be respected in all parts, and compel the International Judo Federation to immediately give the PJU the corresponding Olympic Dividends and inform all sports organization in the Americas that we are the only legal organization that represents judo in the Americas, in order to finish the attempts to pursue the acceptance of the illegal and removed Panamerican Judo Federation in the organizing committees, Olympic committees and national federations.
