IJF Qualification System for the coming Olympic Games Sydney 2000, final review.

Mr. President, Dear Colleagues,

I have the pleasure to send you by e-mail the IJF Qualification System in English and French for a last review.

Miss Catherine Moillen, assistant of Mr. Gilbert Felli IOC Sports Director has done a marvellous job coordinating all documents received from us, organizing the translation ;she has brought a big support to us.

After a final review these regulations will be printed and widely distributed by the IOC to all "partners" involved....

Already some slight amendments have been done, not yet included in the texts annexed, as for exemple in the European qualification system instead of 8/9 placed competitors it must be indicated 7th and mentioned that "one point will be allocated to the competitors having won minimum one contest"... some amendments also about the wording or even abbreviation as Fédération Internationale de Judo should be FIJ ...

Obviously I send today by special express mail to the Unions' Sports Directors , members of the IJF Sports Commission the complete printed files and related documents asking them to check them and to review them and also to check and complete the Qualification Calendar and the Judo World Event Calendar.

For your information as decided during our IJF EC Meeting in Cali, in collaboration and with the advices of Mr. Gilbert Felli, I am finalizing the standard letter for the use of the IJF Unions and National Members Federations in order to facilitate and harmonize the exchanges with the NOCs as well as the Continental Associations related to the IOC and the Games.

Please find below attached under Excel and Word formats the different files and calendars including the last revised edition of the IJF Calendar.

I'll be pleased to receive any remarks, critics, suggestions allowing to update these documents; fast answer or replies will be deeply appreciated.

International Judo Federation (IJF)

 
EVENTS

The Judo competitions will consist of 7 categories for men and women.

Men: Women:

  • Up to 60 kg
  • Up to 48 kg
  • 60 to 66 kg
  • 48 to 52 kg
  • 66 to 73 kg
  • 52 to 57 kg
  • 73 to 81 kg
  • 57 to 63 kg
  • 81 to 90 kg
  • 63 to 70 kg
  • 90 to 100 kg
  • 70 to 78 kg
  • Over 100 kg
  • Over 78 kg

The total number of athletes will be 400.

QUALIFICATION SYSTEM

GENERAL PRINCIPLES

1 - Conditions that must be fulfilled by the judokas:

1.1 - To be registered members of their I.J.F. affiliated National Federation.

1.2 - Minimum 1st. Dan, recognized by the I.J.F.

1.3 - To have participated, at least, in one World or Continental Senior Championship, or in two Pre-Olympic I.J.F. Tournaments, in the four years preceding the Olympic Games (O.G.).

1.4 - To be placed inside the maximum number established for each Union in the official ranking of competitors, although divided by continents, it will be unique and the I.J.F. will respond in front of the I.O.C.

2 - Places:

2.1 - Maximum total men and women will be 400, distributed among the different Olympic weight categories, according to proportions established.

2.2 - Official inscription through the NOCs, that could only enter one fighter in each category, selected among the competitors who fulfill the pre-established requirements.

2.3 - Each Continent will have the right to enter a minimum, one fighter per category, who must at least achieve the requirements stipulated in paragraph 1.3.

2.4 - The places obtained in each specific category due in the last World Championships (W.C.) before the O.G. as well as in the continental rankings, will be given to the National Federations of the competitors. If a country is unable to use its place, it will be given to its Continent, and if it does not utilize it, this position will be assigned to the I.J.F.

2.5 - With regard to point 2.4 above, the I.J.F. Executive Committee has set the following deadlines:
1st June 2000: deadline for communication by the NOCs of the use or non use of places allocated to their country
1st July 2000: communication/confirmation to the I.J.F. by the Unions of the use of the places allocated among the Union.

3 - I.J.F. Role:

3.1 - Full application of its Rules.

3.2 - Guarantee that all judokas of the World, have the opportunity of access to the qualification competitions in order to participate in the O.G.

3.3 - To adjust the number of judokas by sex and categories, taking into consideration principally the percentages of participation in the W.C. during the pre-Olympic period.

3.4 - To prepare and to publish the official calendar for the Pre-Olympic Tournaments.

3.5 - Supervise the pre-olympic tournaments throughout the I.J.F. Delegates, who will inform and certify the level and results.

3.6 - Regarding the referees: co-ordinate their actions and establish the level of the IJF-International Referees. In exceptional circumstances, the IJF-Continental Referees will officiate in the Pre-Olympic Tournaments.

SYSTEM IN DETAIL

4 - Qualification:

4.1 - Direct:

Last World Championship prior to the O.G.:

8 first places x 7 categories x 2 (men + women) Total : 112

4.2 - By Points:

For each continent a system will exist, co-ordinated and approved by the I.J.F, based on rankings according with each weight category, that will take into consideration the best results of each competitor, obtained during the pre-Olympic period in the tournaments included in the official calendar, that will be published by the I.J.F.

4.2.1 - World Category Championships, during the pre-Olympic period

4.2.2 - Continental Union Championships

4.2.3 - Other Pre-Olympic Tournaments, Conditions:

1 - At least one by each Union, and the maximum number will be established by the I.J.F.

2 - Periodical organization of them, during the same annual period.

3 - Admitted: International Opens or others restricted for the predetermined geopolitical areas and pre-established conditions.

4 - The inscriptions will be done through National Federations

5 - Participation of at least 8 different countries per weight, including the host nation.

6 - To sign a preliminary contract with the I.J.F., that will include:

* Rules for participation and scores.

* Invitation of the I.J.F. Delegates, charged to the host countries.

Continental qualification systems are attached (see pages 6 to 19).

4.3 - Invitation and free vacancies:

4.3.1 - Host country: 7 places:

1) 4 places for men - 3 places for women = 7

If more than 3 male competitors and/or 4 female competitors qualified through the W.C. these remaining places will become additional ‘invitation places’.

4.3.2 - I.O.C./I.J.F./ANOC Agreement: ‘Invitation’ Total : 15 (**)

** NOTE BY THE I.O.C:

"Invitation entries will be proposed by a tripartite commission (composed of IOC, IJF and NOCs’ Representatives) and will be high level athletes who are non-qualifiers, but who belong to NOCs entering few competitors in other sports. The final decision regarding the technical level of the athlete for the allocation of these invitations will rest with the IJF".

CONTINENTAL QUALIFICATION SYSTEMS

African Judo Union

1 - AJU quota

In accordance with point 5 under "Special Considerations" (page 4), the African Judo Union has been allocated the following quota for the qualification by points:

                                        Men: 3 by weight category                  7 x 3 = 21

                                        Women: 2 by weight category           7 x 2 = 14

                                                                                                      Total: 35

2 - Qualification

The following fighters will be qualified:

2-1 By Points:

- The three first men’s qualification system.

- The two first women’s qualification system.

2-2 The places obtained in every definite category will be attributed to the national federations of the competitor who got them. If any country doesn’t make use of these places, they will be conceded to its continent, and if this latter doesn’t use them, then they will be led to the IJF.

2-3 The classification will be established according to the addition of points obtained during the competitions figuring on the list retained by the AJU and counting for the system of qualification to the Sydney 2000 Olympic Games.

2-4 The Sport Director of the AJU is responsible of the pursuing of classification.

3 - Evaluation

3-1 Points will be given according to the results obtained regarding the weight category except the "Open Category".

3-2 The benefit of the points will be given to fighters that have won at least one (1) fight.

3-3 The total sum of the points registered will determinate those selected for the 35 places reserved to Africa (3 men + 2 women x 7 weight categories).

3-4 The competitions regrouping the participation of eight countries - minimum - by category of different weights, including the organising nation only, will be taken in consideration.

3-5 The more competitions approach the beginning of the Olympic Games the better they are noted.

4 - The competition’s list retained by the AJU

The competitions retained by the AJU for the system of qualification to the 2000 Sydney Olympic Games are:

6 - Particular Cases

6-1 In case of equality in classification: The sportsman who has a medal or an African title (the most recent) will be qualified.

6-2 In case of change of category of weight, the sportsman won’t make benefits from the points of the precedent category.

6-3 The solution of any case not foreseeable by this system concerns the AJU.

Judo Union of Asia

1 - JUA Quota

Other than the NOCs/National Federations concerned with the qualification system based on the results of the World Judo Championships, 5 NOCs for men, 3 for women among the JUA can acquire the qualification for participation in each category of the Olympic Games.

These NOCs/National Federations are decided according to the results of the Asian Judo Championships held 1 year prior to the Olympic Games.

These qualifications are given to the NOCs/National Federations and not to the athlete individually.

2 - Eligibility for participation in the Olympic Games

Competitors can participate in the Olympic Games from the National Federations which achieve the qualification based on the results of the World Judo Championships and the Asian Judo Championships.

Only competitors whose names are registered in the JUA Ranking System may participate in the Olympic Games.

3 - JUA Ranking System

3-1 The points at the selected tournaments held for two years prior to the Olympic Games are counted.

3-2 The points are allocated for the selected events in group "IJF", "JUA", "A" and "B".

3-3 The points are based on 280 points for the 1st place of the "A tournaments".

3-4 Application of points recording on the list must be provided by the National Federations of JUA member to the JUA Sports Director and the General Secretary by supplying a copy of the official records of tournaments.

3-5 The points of the tournament held two years prior to the Olympic year are counted at the rate of 50% of the original points.

3-6 The points competitors obtained in the Open category are not counted.

3-7    1. Points are awarded for all places shown in the points table. Competitors who don’t achieve any places are given only the participation points, which is the smallest points of the respective group.

2. When the tournament is conducted according to the IJF elimination system with double repechage, the placings are just given down to the 7th place. Competitors who don’t achieve the 7th place are given only the participation points.

3-8 The results of the "A" or "B" rank tournaments of other continents may be counted as the following order:

1. Two best results of the European tournaments in a year may be counted.

2. The best result of each of the Pan-American, Oceanian and African tournaments in a year may be counted.

3. In all, only 3 results of the tournaments in other continents in a year may be counted. It is not accepted to be recorded more than 3 contest results in other continents for a year in JUA ranking list.

4. The National Federations are to inform the JUA Sports Director and the General Secretary of the best 3 results of their competitors in December of each year.

European Judo Union

I. GENERAL PRINCIPLES

The qualification will be executed in 3 phases:

1 - Birmingham World Championships

  1. The 8 first places obtained during the World Championships qualify the countries in the concerned categories (except for open category).

2 - European Championships

  1. The European champion from May 2000 qualifies the country in his category (except for open category)

3 - European Events

  1. 6 pre-olympics tournaments and the European Championships will qualify the countries according to a list and a reglementation as follows.

    NB : Every country already selected by a qualification system (above mentioned) will give up its place to the country classified immediately after it on the rank list.
  1. In case a competitor qualify his own country in several categories, the country will have to choose the category in which the athlete is qualifying his or her country.

II - QUOTA OF QUALIFICATION

In accordance with point 5 under "Special Considerations" (page 4), the European Judo Union has been allocated the following quota for the qualification by points:

Men: 9 by weight category                       7 x 9 = 63

Women: 5 by weight category                7 x 5 = 35

Total:98

Moscow, Paris, Munich, Budapest, Rome, Tournament of Netherlands (the tournaments of Leonding in February and Prague in March are in reserve in case one of the qualification tournaments would not fulfil the conditions)

Composition of the delegations:

1 - Other unions: one fighter by weight category

2 - EJU Federations: 10 competitors 2 maximum per weight category

3 - Organising countries: 4 competitors maximum per weight category; nevertheless only the results of the two "best" competitors by weight category will be taken into account.

Oceania Judo Union

1 - OJU Commitment

1-1 Full application of its Rules.

1-2 Guarantees that all the judoka of the OJU countries will have equal opportunity of getting the qualification in order to participate in the 2000 Olympic Games.

1-3 To prepare, publish and distribute the official calendar of the Pre-Olympic Events for the OJU Region in the year prior to the Events.

1-4 Supervise and record athlete competition results via their delegates who will inform the OJU with appropriate documentation of results achieved.

1-5 To publish and distribute by January 2000 the contest/competition results of athletes of all OJU member countries.

2 - Quotas for the 2000 Olympic Games

2-1 OJU

In accordance with point 5 under "Special Considerations" (page 4), the Oceania Judo Union has been allocated the following quota for the qualification by points:

Men: 1 by weight category                  7 x 1 = 7

Women: 1 by weight category            7 x 1 = 7

Total:14

2-2 Invitations - Host Country

4 men plus 3 women; total: 7 athletes (weight categories not yet defined)

3 - Selection Criteria

Athletes who achieve the following competition results in their respective weight category (excluding the Open Category), may be recommended for the 2000 Olympic Games selection in the division where they obtained the following results:

3-1 Qualification by the OJU

Only events selected by the OJU are considered for awarding points, these events are:

3-2 An athlete who is leading with points in a weight division may be recommended for selection in that division.

3-3 If two or more athletes in the same weight division are equal with points then the athlete who is best placed at the 2000 OJU Championships may be recommended for selection. In the event that the OJU Championships will not be held then a special selection tournament may be recommended for selection instead of the 2000 OJU Championships.

3-4 If two or more athletes in the same weight division are still equal with points then the athlete who is best placed at the 1999 USA Open may be recommended for selection.

3-5 If two or more athletes in the same weight division are still equal with points then the athlete who is best placed at the 1999 World Championships may be recommended for selection.

3-6 The recommendation times of the 2000 Olympic Games Selection will be within two days but no longer than four weeks after the conclusion of the OJU Championships.

3-7 A maximum of only one competitor per weight division per country can be selected for the 2000 Olympic Games.

3-8 In the event that an Australian competitor is ranked first in his weight division but received an invitational card then the best placed non Australian player may be recommended for selection in that weight category.

4 - Invitation for the Host Country

Australia is entitled to select seven representatives in seven different weight divisions, these are four male and three female athletes. The weight divisions are not yet decided.

The OJU will recommend for selection the best placed athletes from all other OJU member countries in these weight divisions.

5 - 2000 Olympic Selection Points System

The OJU Points System will be the basis used by the Oceania Judo Union to recommend their representatives for the 2000 Olympic Games Selection.

5-1 Evaluation of the Olympic Selection Points System

5-1-1 Points will be allocated for all athletes of OJU member countries.

5-1-2 Points gained by athletes will be allocated at all selected Olympic selection events.

5-1-3 Points allocated to the 2000 Olympic selection will be constantly scrutinised by the OJU Technical Director or his delegate.

5-1-4 Points will be counted only in a single weight division.

5-1-5 Confirmation of points claimed must be provided to the Technical Director by the President of the Member Country by supplying copies of the relevant draw sheets pertaining to each athlete.

5-2 Terms for awarding Points

5-2-1 Points will only be awarded if the athlete wins a minimum of one fight. Wins by forfeit will not be counted.

5-2-2 Points will only be awarded for places shown in the Points Table.

*3rd place: The athlete must win two fights and there must be 6 or (only one 3rd) more competitors in that division for the event.

*3rd place: The athlete must win two fights and there must be 8 or (two 3rd places) more competitors in that division for the event.

*5th place: The athlete must win two fights in that division for the event.

*7th place: The athlete must win two fights in that division for the event.

*9th place: The athlete must win two fights in that division for the event.

*13th place: The athlete must win two fights in that division for the event.

5-2-3 If two OJU competitors are placed 2nd and 3rd (except the 1999 World Championships) then the 3rd placed may receive equal points to the 2nd placed, if the 3rd ranked lost against the gold Medallist but did not compete against the 2nd ranked.

5-2-4 Time period for Awarding Points:

Beginning - 1999 World Championships.

Panamerican Judo Union

In addition to the criteria which may be established by the International Judo Federation, the following "Point System" will be utilized to select athletes to fulfil the Quota allotted to the Panamerican Judo Union.

In accordance with point 5 under "Special Considerations" (page 4), the Panamerican Judo Union has been allocated the following quota for the qualification by points:

Men: 6 by weight category          7 x 6=42

Women: 3 by weight category    7 x 3=21

                                                                                                                   Total: 63

1 - World Championships

A. 1997 World Senior Judo Championships - Paris, France - 97WC

Each participant receives one (1) point. Medallists and those placing shall receive additional points, to wit;

Gold                          10 points
Silver                            7 points
Bronze                         5 points
Fifth place                   3 points
Seventh place            1 point

B. 1999 World Senior Judo Championships - 99WC

Each participant receives four (4) points and for those athletes not placing one through seven, recognition will be given as follows:

Ninth place 20 points

2 - Panamerican Games

Each participant receives three (3) points. Medallists and those placing shall receive additional points, to wit;

3 - Panamerican Judo Championships

A. 1997 PJU Senior Championships - 97PJU

Each participant receives one (1) point. Medallists and those placing shall receive additional points, to wit;

B. 1998 PJU Senior Championships - 98PJU

Each participant receives two (2) points. Medallists and those placing shall receive additional points, to wit;

C. 1999 PJU Senior Championships - 99PJU

Each participant receives two (2) points. Medallists and those placing shall receive additional points, to wit;

D. 2000 PJU Championships - 00PJU

Each participant receives two (2) points. Medallists and those placing shall receive additional points, to wit;

These Championships will be utilized if such is conducted prior to the deadline established for the "cut off" date for the conclusion of all qualifying competition.

4 - Regional Games / Competition

A. Central American & Caribbean Games - CACG

Each participant receives one (1) point. Medallists and those placing shall receive additional points, to wit;

Bronze                      5 points
Fifth place               3 points
Seventh place        1 point

B. South American Games - JSA

Each participant receives one (1) point. Medallists and those placing shall receive additional points, to wit;

C. Central American Games - CAG

Each participant receives one (1) point. Medallists and those placing shall receive additional points, to wit;

D. Canada and the United States of America

Since Canada and the United States are not eligible to participate in the Regional Games/Competition, the Executive Committee of the PJU will select an event in which these two National Federations may earn points as do the National Federations who are eligible to participate in the Games/Competition.

Consideration will be given to utilizing the United States International Invitational Judo Championships or the Canada Cup. Since the number of athletes that may participate in the category is not limited, a list containing one athlete per category to be considered for point purposes, must be submitted to the Sports Director of the PJU prior to the competition.

The Point System utilized will be:

Each participant receives one (1) point. Medallists and those placing shall receive additional points, to wit;

Gold                              10 points
Silver                                7 points
Bronze                              5 points
Fifth place                        3 points
Seventh place                1 point

5 - Alignment of Member Federations participating in regional Games/Competition

With regard to those National Federations whose athletes can participate in more than one of the Regional Games/Competition, only the event in their area shall count. In compiling the statistics, the following alignment of National Federations will be utilized:
