NOTE WELL: The 2003 Panamerican Championships are qualifying as an event of Olympic Classification for Athens 2004, according to what has been informed concerning the Rules of Olympic Qualification reported by the Panamerican Judo Union Sports Direction, which specifies the following:
2003 PJU Seniors Championships – 03 PJU
Each participant is given two (2) points. The medal winners and those who win a position shall get the following additional points:

NOTE WELL:
The numeric registration form shall be received before May 19th.
The nominal registration form shall be received before May 26th.
PARTICIPATION (Individual Competence, divided by weigh)
a. Each country will be able to participate with:
b. Each competitor shall prove his/her identity, sex, age, and nationality through his/her passport or any other official ID from the country of origin, except the Brazilian competitors who will only need to present their National ID’s.
Administrative Rules of Particiation:
Previous to the official weigh in, the athletes shall present their passport and their respective Accreditation to the event in order to verify the identity of the competitor. All the athletes must be affiliated to the Panamerican Judo Union and in case of being Black Belts they must be recognized by the PJU (Resolutions 1 and 2 - Panamerican Judo Congress in Santo Domingo 2002). As this is an official PJU event, all participants officially enrolled by National Federations must accept and fulfil these said Resolutions concerning the payment of the 2003 annual affiliation, which must be paid at the moment of registration in the city of El Salvador (Bahia -Brazil). The payment must be according to the following:
1. Athletes: 20 US $
2. Officials: 30 US $ (delegates, referees, physicians, physiotherapists, coaches)
3. Dan Grade Recognition: 60 US $ (those who already have the IJF Dan Grade Recognition, and have not change their Dan Grade, will only pay for US $ 20 for the PJU Dan Grade Recognition; in this cases, the presentation of either the IJF Dan Grade Card or IJF Dan Grade Diploma is COMPULSORY, WITHOUT EXCEPTIONS!)
Payment shall be made only cash. Credit Cards or Travellers Cheques are not accepted.

Note Well : This rule is compulsory; those participants who do not accept or fulfil this rule will not be able to participate, and there will not be any exceptions allowed either.

DOPING TESTS:
This shall be carried out according to the INTERNATIONAL JUDO FEDERATION standards already established.
AWARDS:
To the athletes: The three first places of each category shall be awarded with PJU medals and Diplomas and the fifth places will be awarded with PJU Diplomas.
To the Participating Countries:
· Team Trophies shall be granted (1°, 2° y 3°).
· “The Great PJU Champion” Trophy shall be conceded to the country that has accumulated more gold medals. In case of a tie, the number of silver medals will be the tie breaker, and so on and so forth.
To the delegations’ members:
Diplomas of participation shall be given to each member of the participating delegations on the behalf of the Organizing Committee

LODGING AND FOOD
From 01 to 04 athletes –
01 official;
From 05 to 08 athletes – 02 official;
From 09 to 12 athletes – 03 official;
From 13 to 16 athletes – 04 official;
The Brazilian Judo Confederation shall
send this information to the National Federations. It is clearly understood that
all the lodging payment shall be paid in cash; Neither credit cards, nor
travellers cheques will be accepted. ( WITH NO EXCEPTION! )
REFEREEING:
Regarding the disposal of the Executive Committee of the Panamerican Judo Union, the Panamerican referees who will be able to participate in this particular Panamerican event will be those who have Continental IJF or International IJF classification. (B IJF or A IJF).
In order to participate, Referees will be obliged to attend the refereeing clinic, which will be leaded by the PJU Referee Director.
The PJU Refereeing Commission shall designate 16 referees, and their costs for lodging and food will be covered.
REFEREEING EXAMINATION:
As a request of the Brazilian Judo Confederation, the Panamerican Judo Union has decided to authorize the Refereeing Examination for IJF Continental (B) and PJU Regional (C).
IJF Continental: 150 US $
PJU Regional: 100 US $.
NOTE WELL :These examinations shall be conducted on Sunday, June 8th, during the Iberoamerican Judo Championships.
OPENING CEREMONY:
At the delegations’ arrival, the Organizing Committee shall offer all the
information requested regarding the General Program and Opening ceremony. All
delegations will have to respect the events of protocol prepared by the
Organizing Committee.
FLAGS AND NATIONAL SONGS:
Each federation shall present their
Flag (1.20 x 1.80 Meters) and a cassette or Cd with their National Song (short
version) at the moment of arrival and accreditation.
RULES:
THE PANAMERICAN JUDO CHAMPIONSHIP- CATEGORY: MALE AND FEMALE, will be carried
out in accordance with the current Rules of the International Judo Federation (I.J.F.),
adopted by the Panamerican Judo Union. THE USE OF BLUE AND WHITE JUDOGIS WILL BE
COMPULSORY, WITH NO EXCEPTION.
EMERGENCY MEDICAL ASSISTANCE :
The Organizing committee shall provide an emergency medical assistance to all the participants officially registered by their respective National Federation.
In the event of requiring any unusual medical attention such as: injury and / or sickness that require hospitalization, treatments, surgery, or special medicine, the cost of these shall be under the National Federation he/she represents. Therefore, all National Federations participating will exempt the PJU , the Brazilian Judo Confederation and the Organizing Committee for any misfortune that could occur during the competence development.
SPECIAL ATTENTION: CONTROL AND REGISTRATION OF COACHES
In order to carry out a control of behavior of coaches within the area of competence, the PJU shall enable a Record for this purpose. For that reason, the Organizing Committee shall give the coaches of each country an Official PJU Vest , which must be wore in order to entry to the Area of Competence.
TRAINING CAMPS:
The Brazilian Judo Confederation has planned a training camp on Monday 10th,
Tuesday 11th, and Wednesday 12th. This training camp will have a daily cost of
US $ 60, and those countries who would like to participate in this event must
report it to the Brazilian Judo Confederation.
UNEXPECTEDS
Everything that is not foreseen herein shall be discussed by the Executive Committee of the PJU and the Brazilian Judo Confederation.
