The Panamerican Judo Union does not
agree with the proposal of the new Olympic Qualifying System
(World Rankin Qualifying System)

Distinguished Gentlemen:
The Panamerican Judo Union does not agree with the proposal of the new Olympic Qualifying System for the following reasons:
1. It does not have an equal distribution of the countries, which grouped in the continental unions, can be present in the Olympic Games.
2. The proposed system is a system that is too elitist, and does not adjust to the technical and economic realities of the developing countries. This, because of the economical burden that represents the participation in events that are mainly organized in Europe and Asia; and therefore, the high costs can only be defrayed by only some countries from America, Africa, Asia and Oceania.
3. The placing in this system belongs to the athlete and not the country; which will lead to athletes that can only dedicate themselves to the competitive practice of judo not allowing them to fulfill their studies and develop themselves as able men and women to their families and countries. Therefore, the judoka cannot be seen as a competitor, but as a comprehensive being; that in the future can join the society. This placing will turn the judokas in non-paid professional athletes.
It is our opinion that the actual criteria and the qualifying system with the given placing to the continental unions shall be maintained. In addition, each continental union shall establish its own qualifying event (by point accumulation) combined with the scores obtained at the World Championships in order to determine the athletes that will attend the Olympic Games from each continental union; based on participation within the principles of equality and fair possibility. If these principles are not present and cannot guarantee the most number of countries present in the Olympic Games, we will be forced to the failure and disappearance of judo in our countries.
