PARTICIPATION:
a) Each country could participate with only one (1) competitor each category and
weight division, in male and female
b) Each competitor should demonstrate identity, age and nationality by his/her Official Passport. PARTICIPANTS FROM ARGENTINA COULD DEMONSTRATE THEIR IDENTITY BY THEIR NATIONAL I.D. CARD
c) Each country could participate with One (1) Male and One (1) Female Teams in Team’s Competition, the members of the team will be of the category Junior (17 to 19 years old) without exceptions
d) Each country could participate with one (1) couple in Male and Female Katas competitions, the content Kata will be NAGUE NO KATA, COMPETITORS HAVE TO AWARD BLUE BELT AT LEAST TO ATTEND THIS COMPETITION. The couples in both sexes, they will be of the Junior Category (17 to 19 years old)

COMPETITION SYSTEMS:
Athletes are compelled to bring a white and a blue judogi, in accordance to the International Judo Federation Rules, adopted by the Panamerican Judo Union.

More Competitors.
The System of Competition will be the elimination system with double repechage:
The competitors are divided into two (2) tables, designated Table “A” and Table “B”, by means of a draw, and a single elimination system (sometimes called a “knock-out” system) is to be used to produce two (2) finalists. The winner of the final match will be awarded 1st place, the loser 2nd place. The 1st place winner will have no losses, the 2nd place winner will have lost only to the 1st place winner. The two competitors who lost to the finalists in the semi-final matches are placed in the final matches of the repechage bracket and will compete for the two (2) third places.
Tables “A” and “B” are each divided so that four (4) quadrants designated A1, A2 and B1, B2 are created. Competition in the winner’s bracket continues until each quadrant has a winner (4 individuals). These four competitors are the semi-finalists. All of the competitors who were defeated by the winners of A1, A2, B1 and B2 are allowed to compete in a “repechage” of their respective quadrants. For Pool A1, the first competitor who lost to Pool A1’s winner, fights the 2nd competitor who lost to Pool A1’s winner, etc. The same elimination matches occur for the repechage of A2, B1 and B2. The winner of the A1 repechage competes against the winner of the A2 repechage. Similarly for B1 and B2.
The final contests for 3rd place will be. The winner of each repechage (A and B) against the loser of the semi-final of the opposite Table (B and A). Thus, the name “cross over” repechage. The winners (2) of those fights are placed third the losers (2) are placed fifth.
A “bye” is not a win and the competitor is not called to the tatami. A forfeit is considered a win.
Medals and places will be awarded in accordance with the Organization and Sporting Code of the International Judo Federation (IJF).
b) Five or Less Competitors.
The System of Competition will be “Round Robin” (everyone against everyone).

(2) Determination of a Winner:
The order of finish in the Round Robin System is determined by:
FIRST: The number of wins.
SECOND: If after considering the number of wins there is a tie, the results will be decided on the number of points scored.
THIRD: If after considering the number of wins and the points scored, there is still a tie, the winner of the head-to head competition between the two competitors who are still tied determines the winner.
FOURTH: In the event three or more competitors are still tied in wins and points for any place (first, second, third), those competitors tied must contest again to determine the order of finish.
(3) Situation Involving Fusen Gachi and Kiken Gachi
3.1 In the event a competitor does not show after validly weighing in, the opponent is awarded a score of fushen gachi (10 points)
3.2 In the event a competitor with draw from a contest, the opponent is awarded a score of Kiken Gachi (10 points)

Medals/Places will be granted whether or not a competitor wins a contest.
(5) Bye
A bye is not considered a win. A competitor who received a bye is not called to the tatami.

All the points that have been received by the competitor awarded the penalty are erased, lost or removed

Round Robin special situations: According to the difficulties that have been
occurring in the system, where one or more discordances between sport and
competition rules, the following have to be taken into account:
When a competitor gets out or is not set to the combat:

b) Kiken Gachi (Abandon)
c) Hasoku Make (disqualification)

All the resolutions about Round Robin had made effectives since January 1, 2004 and therefore applied in this event. All athletes must be affiliated to Panamerican Judo Union; in case of awarding black belt should have recognition of grade by PJU (Resolution 01-2002 and 02-2002 Panamerican Judo Congress, Santo Domingo, 2002), These resolutions are to be apply since January 1, 2004 in the following aspects:
About members program and homologation of grades Dan
Art. I: Since January 1, 2004 all grades Dan should be approved by the president of their respective Federation, no exception, technical delegates should present homologation commission and member’s program a list f their respective team (Athletes, Delegates, Referees, and Others) who awarded grade Dan before the congress; people who are not in such list will be not allow to participate in the event (championships, Seminars, Clinics, Training Camps, etc). If any athletes who awarded any grade Dan are not in the official list will be not included in the list to the draw.
Art. II: Since January 1, 2004, all participants who integrate the nominal of a National Federation in any function (Athletes, Referees, Delegates, Doctors, Psychologist, Physiotherapeutic, etc) should affiliate to Pan American Judo Union. Pan American Judo Union will not receive individual affiliations of any National Team and it is mandatory to participate in Championships, Clinics, Seminaries, Training Camps, etc. If any competitor is not affiliated before the technical congress will be exclude of draw and will not be allow to participate or appellation. Important Note: The following rules are to be applied since January 1, 2004 according to the resolutions of PJU Ordinaries Congress, Santo Domingo, Dominican Republic.
Art. III: Those events where different consecutive proofs are joined, Kata, Shiai and Teams or any other, athletes will have only one official weight in, as they do not change their category in the subsequent events, in order to avoid a major tiredness in them. Apply since January 1, 2004.

MEDICAL EMERGENCIES
Organizing Committee will provide Medical Emergencies Services to all National Federations official participants. In case of being necessary any extraordinary attention because of injury or illness that required hospitalization, treatment, surgery and medication, National Federations will be in charged of respective costs. All Federations exempt PJU, Organizing Committee and Argentina Judo Confederation of any extraordinary event occurred in the developed of the competition.
INSURANCE
Each National Federation is responsible for its competitors (the control of non pregnancy is placed under the responsibility of the National Federations as well the gender control) and must assume all responsibility for accident and health insurance as well as the civil liabilities for their competitors and officials, including the nominated referees, during the Panamerican Juvenile and Junior Championships.
Argentina Judo Confederation , Organizing Committee of Pan American Juvenile and Junior Championships 2007 and Panamerican Judo Union decline any responsibility related to insurances and civil liability and will not accept any responsibility about illness, injuries or death.
National Federations must assume all responsibility for accident and health insurance as well as the civil liabilities for their competitors and officials, including the nominated referees, during the Panamerican Juvenile and Junior Championships.
Argentina Judo Confederation, Organizing Committee and Panamerican Judo Union will not assume any responsibility in case of injury, illness or death of any member of the delegations.
OPENING CEREMONY
In the Technical Congress Organizing Committee will give all information related to General program and opening ceremony.
ANTHEMS AND FLAGS:
The Organizer must ensure that the chiefs of the delegations provide their countries' national anthems (short version) and national flags. (Size: 1,20 m x 1,80 m).
RULES:
Pan American Juvenile and Junior Judo Championships, male and female will be done according to actual IJF Rules adapted by Panamerican Judo Union in the following form:
1. Athletes of category 15 and 16 years old (juvenile) are not allow to participate in competitions of 17 -19 years old (Junior) and vice verse.
2. In Juvenile category 15 and 16 years old are not allow techniques of KANSETSU WAZA (choking), but SHIME WAZA (arm locks), those competitor of this category who intentionally do any technique of Kansetsu Waza will be punished under DIRECT HANSOKU MAKE and will be automatically out of competition.
UNEXPECTATIONS:
All unexpected situations in this event will be solved by Executive Committee of
Panamerican Judo Union, Argentina Judo Confederation and Organizing Committee.

All the participants officially registered by their National Federations shall carry into effect the resolutions taken in the 2002 Panamerican Congress conducted in the city of Santo Domingo, concerning the annual affiliation for the year 2007, which shall be paid at the moment of doing the definite registration in the city of Buenos Aires, according to the following:

All the persons inscribed (registered) officially in the event of the Panamerican Union of Judo (Delegates, Athletes, Coach, Referee, Doctors, and Officials) and that take part in the 6th Panamerican Infantile Judo Championships will yield all his rights to the Panamerican Judo Union to use his(her,your) image in Photographies, Vidio, Television, Cinema and be precise (play in tune), or any type of advertising system, understanding that the Panamerican Judo Union is the owner of all rights of television, written transmission or radiodifution live or
