Shiai, Team & Kata
Competitors and Officials should be aware of the imposition of the following Panamerican Judo Union (PJU) fees assessed and collected by the PJU on all participants in this officially recognized and sanctioned PJU circuit event. The assessment is a PJU mandate passed by the PJU Board of Directors, approved by the congress of the Panamerican Judo Union.
Panamerican Judo Union Membership Requirement: These events are official Panamerican Judo Union (PJU) events. As such, the Panamerican Judo Union requires that all competitors and officials be members of the PJU. For membership requirements, Officials shall include: Coaches, Delegates, Doctors, Physiotherapists, etc., as well as the Federation members who appear in the Team’s Registration form. This is an annual requirement.
The cost will be:
PJU Dan Grade (Black Belt) registration requirement: Because this event is an official PJU event, the PJU requires all competitors who hold black belt rank, register that rank with the International Judo Federation (IJF) and the PJU. This is a one-time registration requirement.
The cost of the PJU Dan Grade Recognition as well as the request for application to the IJF level of Dan Grade Recognition will be US $60 US Dollars. The cost of PJU Recognition for those who already have the IJF Recognition will be US $20 US dollars.
These fees will be collected at the event by officials from the Panamerican Judo Union.

Note: All competitors must be affiliated to Panamerican Judo Union; competitors with black belts should have recognition of grade by PJU (Resolution 01-2002 and 02-2002 Panamerican Judo Congress, Santo Domingo, 2002):
About members program and homologation of grades Dan
Art. I: Since January 1, 2004 all grades Dan should be approved by the President of the competitor’s National Federation, no exception. Technical delegates should present homologation and member’s program a list of their respective team (Competitors, Delegates, Referees, and Others) who have been awarded Dan grade before the congress; individuals who are not on such a list will be not allow to participate in the championships. If any competitor who is awarded a Dan grade is not on the official list, he/she will be not included in the draw.
Art. II: Since January 1, 2004, all participants who integrate the nominal of a National Federation in any function (Competitors, Referees, Delegates, Doctors, Psychologist, Physiotherapeutic, etc)
should affiliate to Panamerican Judo Union. Panamerican Judo Union will not receive individual affiliations of any National Team and it is mandatory to participate in Championships, Clinics, Seminaries, Training Camps, etc. If any competitor is not affiliated before the technical congress they will be excluded from the draw and will not be allowed to participate or compete. System of Competition included in this package. The Executive Committee of the Panamerican Judo Union and Mr. Jose Rodriguez and Ms. Sherrie Phillips, of USA Judo, reserve the right to make all final decisions regarding unexpected situations in this event. |

Judogi: |
The use of blue Judogi IS REQUIRED for Senior Shiai competitors in this event. Competitors should bring a minimum of two sets of judogis. Reversible judogis are acceptable. |

Anti-Doping Control: |
Testing, in accordance with the Anti-Doping Rules and Procedures of the International Judo Federation and U.S. Olympic Committee, and the United States Anti-Doping Agency (USADA), will be conducted. |
|
National Anthem & Flag: |
Each team is requested to bring along a normal cassette tape or CD on which its national/regional anthem (short version) is recorded, and hanging national/regional flag having dimensions no larger than 120 x 180 cm. |

Olympic Qualification |
The 2008 Panamerican Championships is a qualifying event of Olympic Classification for Beijing 2008, according to what has been determined under the Rules of Olympic Qualification reported by the Panamerican Judo Union Sports Director. |

Coaching and Controls |
The Panamerican Judo Union will provide a vest for each to coach to wear in the competition area in order to maintain appropriate behavior and to limit access to the competition area. |
D. Olympic Qualification
The 2008 Panamerican Judo Union Championships are a qualifying event for Beijing 2008, according to the Rules of Olympic Qualification reported by the Panamerican Judo Union Sports Direction, which specifies the following:
1. PJU Senior Championships – 08 PJU
Each participant is given two (2) points. The medal winners and those who win a position shall get the following additional points:

2. Participation:
a.) Each National Federation may participate with only one (1)
competitor in the following categories of competiton:

Points will not be awarded for the 44 Kg, 55 Kg, and Open divisions; however, there will be competition in these divisions.
b) Each competitor should demonstrate identity, age and nationality by her/his Official Passport.
E. System of Competition
1. Shiai
a.) Six or More Competitors: The System of Competition will be the elimination system with double repechage:
The competitors are divided into two (2) tables, designated table “A” and table “B”, by means of a draw, and a single elimination system (sometimes called a “knock-out” system) is to be used to produce two (2) finalists. The winner of the final match will be awarded 1st place, the loser 2nd place. The 1st place winner will have no losses, the 2nd place winner will have lost only to the 1st place winner. The two competitors who lost to the finalists in the semi-final matches are placed in the final matches of the repechage bracket and will compete for the two (2) third places.
Tables “A” and “B” are each divided so that four (4) quadrants designated A1, A2 and B1, B2 are created. Competition in the winner’s bracket continues until each quadrant has a winner (4 individuals). These four competitors are the semi-finalists. All of the competitors who were defeated by the winners of A1, A2, B1 and B2 are allowed to compete in a “repechage” of their respective quadrants. For Table A1, the first competitor who lost to Table A1’s winner, fights the 2nd competitor who lost to Table A1’s winner, etc. The same elimination matches occur for the repechage of A2, B1 and B2. The winner of the A1 repechage competes against the winner of the A2 repechage. Similarly for B1 and B2.
The final contests for 3rd place will be. The winner of each repechage (A and B) against the loser of the semi-final of the opposite tables (B and A). Thus, the name “cross over” repechage. The winners (2) of those fights are placed third the losers (2) are placed fifth. A “bye” is not a win and the competitor is not called to the tatami. A forfeit is considered a win. A competitor must win a contest to contest in order to be awarded a medal or place.
1.) The four medal winners of each category of the 2007 Panamerican Judo Union Senior Championships will be separated, when possible, on the Contest List in a way which prevents them from competing against each other before the final of Table A and B.
2.) Direct Hansoku make:
(a.) When it is for diving on the head (DIVING), the competitor should be allowed to take part in the repechage.
(b.) When it is for disciplinary reasons or due to application of a prohibited technique, to maintain the current rules, it means the competitor has to be excluded and not allowed to continue in the competition.
b.) Less than Six Competitors:
1.) The system of competition will be the round robin in which every competitor competes against every other competitor. For each contest, the following score system will be applied:

2.) The order of finish is determined as follows:
First: by number of wins
Second: If after considering the number of wins there is a tie, the results will be considered on the number of points scored.
Third: If after considering the number of points scored, there is still a tie, the winner of the head to head competition between the two competitors who are still tied determines the winner.
Fourth: In the event three or more are still tied in wins and points for any place (first, second, third) those competitors tied must contest again, utilizing the Golden Score to determine the order of finish
3.) A “bye” is not a win and the competitor is not called to the tatami.
4.) Medals to be awarded are as follows:
Five Competitors (Gold, Silver, (2)Bronze, 5th Place )
Four Competitors (Gold, Silver, (2)Bronze )
Three Competitors (Gold, Silver, Bronze)
Two Competitors (Gold, Silver)
One Competitor (Gold)
5.) Medals/Place will be awarded regardless of whether a competitor has won a contest.
6.) Direct Hansoku-make: All the points that have been received by the competitor awarded the penalty are erased, lost or removed.
2. Team Competition (Female and Male)
a.) Number of Competitors: The team events in the PJU may consist of not more than five competitors and not less than three competitors. There may be up to five reserves. In order for there to be competition, for which medals are awarded, there must be at least three teams registered and competing.
b.) Categories of Competiton:
Men:
Up to and including 66kg (66kg)
Over 66 kg and including 81kg (81kg)
Over 81 kg and including 90kg (90kg)
Over 90 kg and including 100kg (100kg)
OPEN
Women:
Up to and including 52kg (52kg)
Over 52 kg and up to 63kg (63kg)
Over 63 kg and including 70kg (70kg)
Over 70 kg and including 78kg (78kg)
OPEN
The team contest will be fought in the above order. Each competitor must compete within the designated categories, to wit, 81KG (male) must compete in over 66KG up to and including 81KG and not in the 90KG category.
c.) Refereeing: Each team should bring an International Referee of the IJF with minimum classification of Continental. The contest will be conducted according the refereeing rules of the IJF and the PJU. The Panamerican Judo Union a Video System retard (CARE SYSTEM) for the referee commissioners' only use.
For each contest, three referees will be appointed who will not be of the same nationality as the competitors. In no circumstances may the competitors or their representatives consult the Refereeing Commission. The Commission is not an appeal’s jury. No protest against the referees’ decisions will be accepted.
d.) System of Competition: The method of competition will be the system of double repechage, i.e. the teams will be divided into two tables (four groups) by means of a draw and an elimination system will be used to produce two finalists who will contest for the gold medal. The winner receives the gold medal and the loser receives the silver medal.
All teams defeated by the group winners A1, A2, B1 and B2 will take part in the repechage of their respective pools according to the elimination system: The final contests of repechages will be against the losers of the final of each respective other table
The team winners (2) of those fights are placed “third.”
The team losers (2) of those fights are placed “fifth.”
In the event there are less than six teams, Round Robin competition will be utilized.
e.) Composition of Teams: Before each contest, the team leader must present to a designated representative of the Organizers with the composition of her/his team. At the beginning of each contest he/she has the right to replace one or several competitors by other(s) competitors of the corresponding category. It is important to note that once it has been REI (saluted). No changes can be made in that contest.

If at the end of the contest there is not at least a difference of a koka between the two competitors, the referee will call hikiwake.
The number of contest won will decide the winning team. If the number of contests won is the same, the result will be decided on the number of points scored. In the case that the number of victories and points scored are equal (tie), the contest (s), with a draw result will be repeated, utilizing the Golden Score. However, a victor will be awarded with one point as a way of decision.
g.) Anti-Doping Control
The anti-doping control will take place after the final contest. From each medal winning team a competitor, have participated in the last fight, determined by draw, will subject to the control. If a member of a team is found to have committed a violation of the Anti-Doping Rules during Team Championships, the results of the competitor committing the violation will be subtracted from the team results and possible change in the ranking may occur. If two members are found to have committed violation of these Anti-Doping Rules, the concerned team will be disqualified.
h.) Direct Hansoku make:
(1.) When it is for diving on the head, the competitor should be allowed to take part in the repechage.
(2.) When it is for disciplinary reasons or due to application of a prohibited technique, you lack serious to the ethical and philosophical norms of the judo, realization of obscene and unnecessary expressions to the publish, to their opponent or the refereesto maintain the current rules, it means the competitor has to be excluded and not allowed to continue in the competition.
i.) Those athletes participating in the team championships do not have to weigh in a second time as long as they compete in the same category as they compete in at the Panamerican Championships. Athletes changing weight categories must weigh in.
3. Kata Competition: For the PJU kata championships, each national federation may enter one female team and one male team per each kata. Competition will be conducted in Naga no Kata, Ju no Kata and Katame no Kata. Competition will be conducted in accordance with the Sports and Organization Rules, the IJF Rules and those of the PJU.
F. Rules & Regulations
1. The competition will be conducted in accordance with the referees of the rules of the International Judo Federation (IJF) and those of the PJU.
G. Judogi Requirements
1. All competitors are required to have a white and blue judogi. Reversible judogis are permitted.
2. All judogi’s must meet the requirements of the IJF and the PJU.

I. Weigh-In Procedures
For this championships, separate rooms for men and women must be available for the unofficial and official weigh-in.
1. Responsibility: Control of the weigh-in shall be the responsibility of the Sports Director and Referee Director of the PJU.
2. Weigh In Times: Official weigh-in for each category shall take place on the same day as completion in that category. Official weigh-in control period shall be of 30 minutes duration and will commence at least two hours before the scheduled starting time for competitions. Competitors shall be allowed to check their weight on the official scales (that will be used for the official weigh-in) during the one hour before the official weigh-in commences. There is no limit to the number of times that a competitor may check his weight during the time of the unofficial weigh-in.
3. Official Weigh-In Procedure:
a.) Each competitor shall bring to the weigh-in his/her passport. The competitor shall present the passport to the official, who will verify identity of the competitor
b.) The competitor shall weigh-in wearing only gymnastics clothing or naked, under the supervision of a weigh-in official; the competitor may be requested to remove his underclothing to ensure he reaches the minimum weigh limit in which he/she is entered.
c.) The official supervising the weigh-in shall note and record the competitor’s weight in kilograms (accurate to one decimal point of a kilogram). No tolerance shall be allowed either above or below the weight category.
d.) Only one weight control shall be permitted to each competitor upon the scales during the official weigh-in period.
4. Control for the Competitors Entered in the Open Category: All competitors for the Open categories must officially weigh-in.
5. Failure to Weigh Within the Prescribed Limits of a Category: Should a competitor weigh in below or above the prescribed weight limits for the category in which he/she is entered, the exact weight shall be recorded in the normal manner. The weight shall be signed by the weigh-in official, and a member of the Sports Commission or of the Referee Commission and by the competitor himself or a member of his delegation. The competitor shall be excluded from competing in that weight category.
6. Failure to Comply with Official Directions or with Requirements of the Sports and Organization Rules (SOR): If at any stage during the weigh-in period, a competitor fails to comply with the directions of any weigh-in official or a member of the Sports Commission, or of the Referee Commission, or fails to comply with the requirements of the SOR, the competitor shall be prevented from participating in the weigh-in and the nature of the infraction brought immediately to the attention of the Sports Director and the Refereeing Director of the PJU.
7. Protection and Privacy: To protect the privacy of the competitors, officials supervising the weigh-in shall be of the same sex as the competitors. The Organizers of the Championships shall make available a minimum of six officials on each day of the weigh-in to assist members of the Sports Commission and of the Refereeing Commission.
J. Transportation
Since the training venue and competition venue are located in the hotel, the participating delegations shall have the following transportation provided.
1. Provided: From the airport to the hotel and vice-versa.
2. Rental: Delegations may also have the opportunity to rent cars by calling All American Car Rental at 305.461.2154. You must request the judo rate when making reservations. The following special rates have been established for this event:

3. Flights Information: Flight information must be sent to the organizing committee before April 10, 2008, specifying: Airline, Flight No., Time of arrival and number of people in delegation.
K. Registration
The following shall be the procedure for registration of delegations:
1. First Notification: The National Judo Federation of each National Federation shall send the registration form with the number of participants (Numeric Registration Form) to the Organizing Committee before April 10, 2008.
2. Official Registration: The National Judo Federation of each participating National Federation shall send the registration form with the name of the competitors (and their respective categories), coaches, referees, and officials to the Organizing Committee before April 20, 2008.
L. Duration of Competition
1. All categories of competition both team and individual will compete for a duration of (5) minutes (real time), both female and male.
M. Decisions not Addressed by the Regulations
Problems arising from these rules, terms and conditions, shall be decided according to the following:
1. Technical matters shall be decided by the Executive Committee of the PJU together with members of the Organizing Committee; (Mr. Jose Rodriguez, USA Judo CEO, and Ms. Sherrie Phillips, USA Judo Director of Event Administration).
2. Administration and organization by the Organizing Committee.
N. Refereeing
The participating delegations may designate referees to participate in the 2008 Panamerican Judo Union Championships in the number and grade approved by the Referee Director of the PJU. USA Judo will offer accommodation (houseing and meals) as well as internal transportation for 30 referees in the priority designated by the Referee Director of the PJU.
O. Anti-Doping Control
Testing, in accordance with the Anti-Doping Rules and Procedures of the International Judo Federation and the United States Anti-Doping Agency (USADA), will be conducted for Shiai.
P. Medical
1.) Emergency: The organizers of the Championships will provide medical service to all the participants (competitors, officials, referees and other volunteers) officially enrolled by their National Federation.
2.) Extraordinary: In case of any extraordinary medical attention, such a injury and/or illness that requires hospitalization, special treatment, surgery and/or medicine, the cost will be assumed by the National Federation that the competitor represents.
Q. Control of Gender and Pregnancy
Each National Federation is in control of non-pregnancy and gender control of its female competitors
R. Liability Waiver
All participating National Federations and any other entities participating in these Championships or associated with these Championships will hold the Panamerican Judo Union and its participating members harmless and not responsible for any accident, injury or illness or any cost or liability incurred during the organization and conducting of the Championships.
S. Nationality & Control
1. Control: During the Control (based on the Sports and Organization Rules of the IJF) identity, and weight category of which the competitor has been entered will be checked.
2. Attendants: Only one person of a National Federation shall be permitted to attend the control and shall produce the competitor’s documents.
3. Nationality: The competitors must be of the same nationality of the National Federation that has entered them. Persons appointed by the Executive Committee of the PJU shall verify the citizenship of the competitors. The evidence of citizenship shall be production of passport issued by the country for which the competitor is entered to compete. In the following cases:
a.) Where the competitions are being held in a country in which the residents do not hold passports while in that country.
b.) Where there is a possible problem of “joint citizenship”, e.t. Dutch Antilles and the Netherlands, an acceptable substitute for the passport will be a letter or certificate from the competitor’s National Olympic Committee or, if there is no such body, from the National Sports Authority confirming the competitor’s residence in that country and the citizenship.
If a competitor has multiple citizenships he/she may compete for only one National Federation. In the case that a competitor changes her/his nationality or acquires a new nationality, he/she shall not participate in the Championships of the PJU and all competitions held under the responsibility and auspices of the PJU to represent her/his new country until three years after such a change. This period may be reduced or even cancelled with the agreement of the NOCs and the IJF. (see Olympic Charter Point 46).
4.The competitor must come to the control. During the control, the name, the age, the sex and the weight category for which the competitor has been entered shall be verified.
T. Minimum Eligibility Requirements
1. Must be registered members of their IJF affiliated National Federation.
2. Must be a minimum of 1st Dan (according to the IJF Statutes, Article 23,1)
U. Insurance
1. Each Delegation shall be responsible for its own sport accident insurance and civil liability insurance for its members during the championships. USA Judo, the Panamerican Judo Union and the organizing committee decline all responsibility in these matters
V. Awards
1. Candidates: All 1st, 2nd, 3rd place winners of all categories of competition for men and women in the 2008 Panamerican Judo Union Senior (Shiai) Championships. One male and one female competitor in shiai will be receive an Ippon Trophy award. Competitors who participate in both her/his weight category and Open category are recognized separately.
2. Condition of Ippon: Ippon and Awase-waza(2 Waza-ari0 by throwing and grappling techniques are recognized. Sogo-gachi, win by Hansoku-make, Kiken-gachi and Fusen-gachi are excluded.
3. Order of Priority in the same case of sate rate:
a.) First, a competitor with higher rate for Ippon takes priority of prize winner. (Rate for Ippon = Number of Ippons/Number of Matches)
b.) In the case that the rate for Ippon, competitor with shorter average contest duration in whole matches takes priority of the prize winner. (Average contest duration= Total contest duration/Number of match.)
