NOTE WELL: The 2007 Panamerican Championships are qualifying as an event of Olympic Classification for Beijing 2008, according to what has been informed concerning the Rules of Olympic Qualification reported by the Panamerican Judo Union Sports Direction, which specifies the following:

        2007 PJU Seniors Championships – 07 PJU

Each participant is given two (2) points. The medal winners and those who win a position shall get the following additional points:

Gold 10 Points
Silver 07 Points
Bronze 05 Points
Fifth Place 03 Points
Seventh Place 01 Point

The Preliminary Entries Forma must be sent before the death line on Abril 28, 2007.
The Final Entries Forma must be sent before the death line on March 10, 2007.

PARTICIPATION:
a) Each country could participate with only one (1) competitor each category and weight division:

Male weight divisions

55 Kg, 60 Kg, 66 Kg, 73 Kg, 81 Kg, 90 Kg, 100 Kg. +100 Kg and Open

Female weight divisions

44 Kg, 48 Kg, 52 Kg, 57 Kg, 63 Kg, 70 Kg, 78 Kg and +78 Kg and Open

b) Each competitor should demonstrate identity, age and nationality by his/her Official Passport. PARTICIPANTS FROM CANADA COULD DEMONSTRATE THEIR IDENTITY BY THEIR LOCAL I.D. CARD, DRIVER CARD, OR PASSPORT,

c) Each country could participate with One (1) Male and One (1) Female Teams in Team’s Competition. Teams will be conformed by the following weight divisions:                                        
Female: 
-52, -63 -70, -78 Kg. and Open
Male:       
-66, -81, -90, -100 Kg. and Open

d) Each country could participate with one (1) couple in Male and Female Katas competitions, the content Kata will be Nage No Kata, Katame No Kata and Ju No Kata.

Athletes are compelled to bring a white and a blue judogi, in accordance to the International Judo Federation Rules, adopted by the Panamerican Judo Union.

COMPETITION SYSTEMS:

Important Note: to Round Robin system the following rules will be applied:

Art. I: Tied between three (3) competitors. Same criteria in the tied, such criteria are:

1. - Number of won combats
2. - Score
3. - Individual series Score

In case of keeping the tied, the resolution of this new combat will be done by Golden Score. This rule will be run since January 1, 2004.

Art. II:  Round Robin special situations. According to the difficulties that have been occurring in the system, where one or more discordances between sport and competition rules, the following have to be taken into account:

When a competitor gets out or is not set to the combat:
a) Fusen Gachi (absence)
b) Kiken Gachi (Abandon)
c) Hasoku Make (disqualification)

Note: The score of those competitors will not be removed in any of the previous cases, the gotten score will be written in the corresponding competition forma.

Cases where there are only four competitor’s entries in the same category:
a) Award four (4) medals, even when one of the competitors doesn’t win any combat.  Medals will be distributed like this:  one gold, one silver and two bronze.

Cases where Round Robin places are not full:
a) Award medals even the entries are not complete, like this:

Example:
One Competitor - Gold
Two Competitors - Gold and Silver
Three competitors – Gold, Silver and Bronze

These resolutions were approved in the Congress of PJU, Santo Domingo, November 2004.

TIME DURATION OF CONTESTS
All categories, male and female will have a competition time of five (5) minutes.

AWARDS:

a) Athletes
There Medals and Diplomas will be awarded to the three first places each category.
To the fifth places (5th) each category Diplomas will be awarded.

b) Countries:
Trophies to the Teams (1st, 2nd and 3rd places in male and female)
Trophy to the “PJU Big Champion” awarded to the country that got the largest number of gold medals.

c) Integrants of the Delegations:
Diplomas of Participation will be awarded to every member of the Delegations.

Note: International Training Camp and International Judo Teachers seminar will take place immidiatelly after the 2007 PanAm Championships.  The schedule of events is included in the generic schedule provided above.  All participants will be accommodated at the Hotel Auberge Universel in double occupancy rooms.  The cost to attend these events is $300 US.

Note: Previously to official weighting all athletes must present their Official Passport and event’s Accreditation to verify ID.  All athletes must be affiliated to Pan American Judo Union; in case of awarding black belt should have recognition of grade by PJU (Resolution 01-2002 and 02-2002 Pan American Judo Congress, Santo Domingo, 2002), These resolutions are to be apply since January 1, 2004 in the following aspects:

About members program and homologation of grades Dan

Art. I:  Since January 1, 2004 all grades Dan should be approved by the president of their respective Federation, no exception, technical delegates should present homologation commission and member’s program a list f their respective team (Athletes, Delegates, Referees, and Others) who awarded grade Dan before the congress; people who are not in such list will be not allow to participate in the event (championships, Seminars, Clinics, Training Camps, etc).  If any athletes who awarded any grade Dan are not in the official list will be not included in the list to the draw.

Art. II: Since January 1, 2004, all participants who integrate the nominal of a Nacional Federation in any function (Athletes, Referees, Delegates, Doctors, Psychologist, Physiotherapeutic, etc) should affiliate to Pan American Judo Union.  Pan American Judo Union will not receive individual affiliations of any Nacional Team and it is mandatory to participate in Championships, Clinics, Seminaries, Training Camps, etc.  If any competitor is not affiliated before the technical congress will be exclude of draw and will not be allow to participate or appellation.  This rule has not exception and it is mandatory. Important Note: The following rules are to be applied since January 1, 2004 according to the resolutions of Executive Committee of PJU, Santo Domingo, Dominican Republic.

Art. III: Those events where different consecutive proofs are joined, Kata, Shai and Teams or any other, athletes will have only one official weight in, as they do not change their category in the subsequent events, in order to avoid a major tiredness in them. Apply since January 1, 2004.

Both hotels offer the same price per room.  The Price was  negotiated by Judo Canada @  99 Canadian Dollars /night,  plus 15% taxes.  The price of a room is the same for single, double, triple occupation.

Only limited number of triple occupancy rooms is offered at the Hotel Auberge Universel.

Hotel  Royal Versailles will offer single, double, triple and quadruple (4) occupancy. Tripple and quadruple occupancy is accomplished by addition of two smaller size beds in the regular sized rooms.

Hotel reservations can not be done directly with the hotel.  Requests and payments must be addressed to Judo Canada. 

Prices of the hotel do not include meals.  Judo Canada negotiated a meal package for the participants of the Panamerican Championships.  A three meal plan @ 40 Canadian Dollars/person/day plus 15 % tax.  Meals will be provided at the hotels and/or the tournament site.

In summary,  the cost in US Dollars (including meals)  per participant per day as we offer for the 2007 Panam Championships are:

MEDICAL EMERGENCIES

Organizing Committee will provide Medical Emergencies Services to all National Federations official participants.  In case of being necessary any extraordinary attention because of injury or illness that required hospitalization, treatment, surgery and medication, National Federations will be in charged of respective costs.  All Federations exempt PJU, Organizing Committee and Judo Canada of any extraordinary event occurred in the developed of the competition.

INSURANCE

Each National Federation is responsible for its competitors (the control of non pregnancy is placed under the responsibility of the National Federations as well the gender control) and must assume all responsibility for accident and health insurance as well as the civil liabilities for their competitors and officials, including the nominated referees, during the Pan American Senior Championships.

Judo Canada, Organizing Committee of Panamerican Senior Judo  Championships 2007 and Pan American Judo Union decline any responsibility related to insurances and civil liability and will not accept any responsibility about illness, injuries or death.

National Federations must assume all responsibility for accident and health insurance as well as the civil liabilities for their competitors and officials, including the nominated referees, during the Panamerican Senior Judo Championships.

Judo Canada, Organizing Committee and The Pan American Judo Union will not assume any responsibility in case of injury, illness or death of any member of the delegations.

OPENING CEREMONY

Location of the Opening Ceremony. Centre Pierre Charbonneau.

In the Technical Congress Organizing Committee will give all information related to General program and opening ceremony.

ANTHEMS AND FLAGS:

The Organizer must ensure that the chiefs of the delegations provide their countries' national anthems (short version) and national flags. (Size: 1,20 m x 1,80 m).

RULES:

Panamerican Senior Judo Championships, male and female will be done according to Actual IJF Rules adapted by Panamerican Judo Union

UNEXPECTATIONS:
All unexpected situations in this event will be solved by Executive Committee of Pan American Judo Union, Judo Canada and Organizing Committee.

SPECIAL NOTE: CONTROL AND COACHES REGISTRATION

In order to control acts and behave of coaches in competition area, Panamerican Judo Union will take a record of coaches and Organizing Committee will give them an official Panamerican Judo Union waistcoat they have to wear when coming to competition area.

MANDATORY FINAL DISPOSITIONS:

1. Competitors: 20 US $
2. Officials: 30 US $ (delegates, referees, doctors, physiotherapists, coaches and other)
3. Dan Grade recognition: 60 US $
