Letter sent by Mr. Serge Piquette to Mr. Marius Vizer

This letter is to inform you of my intention to postulate in the election of Rio de Janeiro at the General Secretary, that exists for more than 14 years. I am of those who think that no matter how competent an administrator can be they should not hold a position for eternity. True to my convictions, I believe that I could not look at myself in the mirror, if I rejected competing with my colleague from Tunisia on this occasion.

In addition I want to let you know that I cannot accept the attempt to expulse Mr. Yamashita from his position as Education Director.

Without wanting to offend his opponent, I really believe that Mr. Yamashita, with his competence and consecrated work, deserves another mandate. It is sad that because of directed political negotiations, World Judo should be deprived of the competence of Mr. Yamashita.

The same with Mr. Claure. Has there ever been a better treasurer of the I.J.F since 20 years? If not then why should he be expelled?

There is also a rumor that several countries have not received the air tickets promised by the Organizing Committee of Brazil, so all the Presidents of all the countries may attend the Rio Congress. I would like for somebody to calm my concern in this respect, since I believe that democracy deserves to be well served, and that the tickets will be sent as promised.

Canada is a country where democracy is respected, and it was decided that we would put ourselves on the side of Mr. Yamashita and Mr. Claure. If democracy provides for you to become the leader of the International Judo Federation, Canada would work with you as we are doing it at this time with Mr. Y.S. Park

Knowing the great qualities of democrat you have, I am convinced that you will understand the position I have adopted and that you will accept it. I guarantee you that I will try to vanquish my adversary with all my available means of rightness, honesty and fair play.
