Dear Mr. Vizer

We in the past confirmed a communication on February 25^th, where we outwardly appreciate by the democratic enthusiasm the one that for many years has been the norm in the entire American continent.

Also, we want to talk about, which you describe with great confusion the one that is justified by one (1) week of vacation in the beach of Copacabana, Rio de Janeiro, Brazil.  We indicated to him that to us the situations have been very confused and beside the point extremely strange that next we detailed:

1.  1- Mr. Ignacio Aloise, President of the Uruguayan Judo Federation, emitted a communication by paper stamped by the FIJ the past 9^th of February inviting several countries affiliated with the UPJ simultaneously to maintain a meeting with you in Rio de Janeiro from the 27 to the 29 of February 2008 and in that same communication Mr. Aloise makes critics against the present conduction of the Panamerican Judo Union.

2.  2- Later he himself (Mr. Aloise) sent a note indicating that the expenses of the stay in Rio de Janeiro, hotel and food, would be paid by the International Judo Federation of which person is president and the air tickets in charge of the Brazilian Judo Confederation with the intermediation of Mr. Paulo Wanderley, Ignacio Aloise and Jorge Armada.

3.  3- Mrs. Ingrid Cámara, Assistant of Mr. Paulo Wanderley in the Brazilian Judo Confederation, asked for the participants who took with himself a notarized document to the referred meeting to represent the National Federations and this way to make decisions in its name.

4.  4- Mrs. Ingrid Cámara, offered air tickets, to name of the Brazilian Judo Confederation to the countries to participate in the referred meeting of Rio de Janeiro.

5.  5- Mr. Paulo Wanderley, President of the Brazilian Judo Confederation, sent air tickets to the participants. These and others concrete realities of the preparation of a meeting in America with  sponsor and participation of the person not knowing to the present Executive Committee, according to emanated letters of the gentlemen Aloise and Wanderley, among others.

On the other hand it cheers us, come to America and we think that by courtesy we deserved the information as well as Mr. Paulo Wanderley had to invite to all and each one, without discrimination or exclusion, of the countries that compose to the Panamerican Judo Union or is that we are not all Americans?

Allow me to tell him that we are not their enemies,  it is wanted to make believe and it is announced and since we are in the subject we will say to him who if they are his true enemies:

a)    Those that they campaigned against so that not outside elect President of the International Judo Federation in the Ordinary Congress of Cairo 2005, since they arrived their name and its reputation with the worse commentaries spreading information, documentary verbally and, with respect to its real personal situation in Rumania and adducing that they knew and then thanked him perfectly, you had turned President of the European Union.

b)    Those that say to him that it summons to an Extraordinary Congress of the Panamerican Judo Union in contrast with the effective statutes of the International Judo Federation and the Panamerican Judo Union.

c)    Those that induced to him so that violating the Ordinary Congress of the UPJ made on November 28, 2006, accepted illegally, and against the aims of a sovereign congress and the Panamanian laws to Mr. Ernesto Arce like “President of the Panamanian Judo Federation” and to suspended Mr. Jorge Armada like delegate of Puerto Rico in the Ordinary Congress of the FIJ of the 10^th of September 2007, indeed in Rio de Janeiro, Brazil.

d)    Those using itself support that they want obtain control points in the Pan-American Judo Union which they have not been able to obtain by its antipathy towards the small and poor countries, mainly of the Caribbean, when they indicate its condition of “countries” alleging falsely that they do not have judo, etc. to them.

e) Those that advise to him that regulation cuts the bottoms to the UPJ to strangle to us such economically violating established by Ordinary Congress of the FIJ that the delivery of on the base of the Olympic dividends and World Judo Championships, among other entrances.

f) Those that request to him to make an audit jeopardize to the bottoms of the UPJ with the unique aim to discredit their present leaders and thus to avoid that they appear to the re-election of the directive positions in the next period.

g) Those that request to him to not know to the Continental Unions to handle what they consider at will and of direct way to the National Federations of affiliated countries.

 h) Those that advised to him so that it did special appointments for the Executive Committee of the FIJ violating the effective statutes, between many other things.

Thus, Mr. President and not others are their true enemies in the present conduction of the International Judo Federation and the time will say the last word.

Finally, Mr. President, as well as we have said it previously we are at readiness to work united to its projects based on the mutual respect, and the self-determination of our Continental Union and our National Federations in complete harmony and peace, so as the International of Judo like of the Panamerican Judo Union is briefed in the effective statutes as much of the Federation. Allow us to remember the Maxima to him of a great American statesman:

“The respect of the other people's right is the peace”
