QUALIFICATION SYSTEM FOR THE
2004 SUMMER OLYMPIC GAMES

QUALIFICATION SYSTEM |
Minimum Eligibility Conditions:
The following minimum conditions must be fulfilled by judokas for them to be eligible for selection for the Olympic Games:
i. To be registered members of their IJF affiliated National Federation.
ii. Minimum 1st Dan, recognized by the IJF.
iii. To have participated in at least 1 World or Continental Senior Championship, or in 2 Pre-Olympic IJF Tournaments, in the 2 years preceding the Olympic Games.
iv. To be selected by their respective NOC to fill a qualification place gained by their NOC in the qualification system outlined below
Attribution of Qualification Place:
Qualification places are attributed to the NOC, who may select athletes meeting the eligibility conditions specified above. NOCs may only make entries in the weight categories in which they have achieved a qualification place.
The 386 athlete quota places shall be qualified through the following system:

1. 2003 World Championship
The top placed 6 athletes in each weight category for both men and women will qualify their NOC a qualification place in the corresponding weight category.

2. Continental Qualification Systems
266 athletes will be qualified through continental qualification systems, in accordance with the distribution specified in the table above.

3. Host Nation
The host nation will be directly qualified in each weight category. If athletes of the host nation qualify through the World Championships or through the continental qualification system, the corresponding place will be reallocated within the continental qualification system for Europe.

4. Tripartite Commission (IOC-ANOC-IJF) Invitation Places
15 Tripartite Commission Invitation places will be available for eligible nations. NOCs shall apply for Tripartite Commission Invitation places by 30 June 2002. The Tripartite Commission will identify a priority list of Invitation applications by 31 August 2002 and will confirm the allocation of Invitation places by 21 June 2004.

5. Final Qualification Places
7 places will be allocated in May 2004 to NOCs not otherwise qualified, based on results achieved during the 2003 World Championships

DATES/PROCESS OF CONFIRMATION OF PLACES |
By 21 May 2004, the Continental Unions will confirm to NOCs the number of qualification places they have achieved. By 7 June 2004 NOCs must confirm to the Continental Unions and the IJF the use of qualification places allocated to their nation. By 14 June 2004, the Continental Unions will confirm the reallocation of unused Quota places within their continental Federations based on the process identified below. The IJF will confirm the reallocation of the unused qualification places by 30 June 2004.
| REALLOCATION OF UNUSED QUOTA POSITIONS |
If an NOC does not use Quota places achieved at the 2003 World Championships or in a continental qualification system, the place will be given to the next best placed NOC in the respective category through the continental qualification system of the NOC.
Should it not be possible to allocate the place in this way, it will be re-assigned by the IJF.

QUALIFICATION SYSTEM |
Allocation of Qualification:
An athlete qualifies a position for an NF/NOC due to participation in a specific category of competition. This selection does not belong to the athlete but is given to the NF/NOC of the athlete who qualified. In the event an athlete changes a category of competition, any points the athlete may have earned in a previous category shall not carry over to the category to which the athlete has changed.
Qualification Events:
The PJU will be allocated 6 places in each weight category for men (a total of 42 places) and 3 places in each weight category for women (a total of 21 places). The qualification places will be attributed in accordance with a point system for competitors at specified events. Only events selected by the PJU are considered for awarding points. These events are:

Point System:
An athlete who is leading with points in a weight division may be nominated for selection in that division. Points will only be awarded if the athlete wins a minimum of one fight. Wins by forfeit will not be counted.
The following Point System will be used in selection pursuant to the Quota allotted to the PJU:
(1) World Championships:
2003 World Senior Judo Championships, Osaka, Japan – 03WC
Each participant receives four (4) points.
(2) Pan American Games:
Each participant receives three (3) points. Medalists and those placing shall receive the following additional points:

DATES/PROCESS OF CONFIRMATION OF PLACES |
- by 21 May 2004, the PJU will confirm to NFs/NOCs the number of qualification places they have been allocated.
- by 7 June 2004 NOCs must confirm the use of these qualification places to the PJU and IJF.
- by 14 June 2004, the PJU will follow the reallocation process noted below and confirm to the IJF and the respective NFs/NOCs the use of the places allocated among the Union, and
- by 30 June 2004, the IJF confirms the reallocation of unused Quota places.
The National Federation shall inform the PJU whether it accepts allotment of the unused place no later than three days after receipt of the notice of any unused allotment.

REALLOCATION OF UNUSED QUOTA POSITIONS |
If an NOC is not able to use a place allocated through the Panamerica continental qualification system, it will be given to the next best placed NF/NOC in the respective category.
Should it not be possible to reallocate the place in this way, it will be re-assigned by the IJF.
