GENERAL PROGRAM SOUTH AMERICAN JUNIOR CHAMPIONSHIPS 2007

PARTICIPATION

A)  PARTICIPATION

Each country could participate with only one competitor each weight division.
Number registration must be sent before the deathline, January 30.
Nominal registration must be sent before the deathline, February 16.

B)  PASSPORT

Each competidor must show his/her identity, age, health and nationality by origen passport, except Colombian athletes who would show their nacional ID.

C)  CATEGORIES AND WEIGHT DIVISIONS.

Junior  sub 17, 15 - 16 years old - 

Male Divisions:                 51, 55, 60, 66, 73, 81, 90 and  +90 kilograms.
Female Divisions:            40, 44, 48, 52, 57, 63, 70 and +70 kilograms.

Junior sub 20, 17 - 18 - 19 years old–

Male Divisions:                 55, 60, 66, 73, 81, 90, 100 and +100 kilograms.
Female Divisions:            44, 48, 52, 57, 63, 70, 78 and +78 kilograms.

D)   COMPETITION SYSTEMS.

Depending on the number of competitors in each category, the System of Competition will be.

a) Six or  More Competitors.

    The System of Competition will be the elimination system with double repechage:

The competitors are divided into two (2) tables, designated Table “A” and Table “B”, by means of a draw, and a single elimination system (sometimes called a “knock-out” system) is to be used to produce two (2) finalists. The winner of the final match will  be awarded 1^st place, the loser 2^nd place. The 1^st place winner will have no losses, the 2^nd place winner will have lost only to the 1^st place winner. The two competitors who lost to the finalists in the semi-final matches are placed in the final matches of the repechage bracket and will compete for the two (2) third places.

Tables “A” and “B” are each divided so that four (4) quadrants designated A1, A2 and B1, B2 are created. Competition in the winner’s bracket continues until each quadrant has a winner (4 individuals). These four competitors are the semi-finalists. All of the competitors who were defeated by the winners of A1, A2, B1 and B2 are allowed to compete in a “repechage” of their respective quadrants. For Pool A1, the first competitor who lost to Pool A1’s winner, fights the 2^nd competitor who lost to Pool A1’s winner, etc. The same elimination matches occur for the repechage of A2, B1 and B2. The winner of the A1 repechage competes against the winner of the A2 repechage. Similarly for B1 and B2.

The final contests for 3^rd place will be. The winner of each repechage (A and B) against the loser of the semi-final of the opposite Table (B and A). Thus, the name “cross over” repechage. The winners (2) of those fights are placed third the losers (2) are placed fifth.

A “bye” is not a win and the competitor is not called to the tatami. A forfeit is considered a win.

Medals and places will be awarded in accordance with the Organization and Sporting Code of the International Judo Federation (IJF).

b) Five or Less Competitors.

    The System of Competition will be “Round Robin” (everyone against everyone).      

        (1)  Allocation of Points.

For every contest, the system of allocation of points will be

        (2)       Determination of a Winner:

            The order of finish in the Round Robin System is determined by:

• FIRST: The number of wins.

• SECOND:  If after considering the number of wins there is a tie, the results will be decided on the number of points scored.

• THIRD:  If after considering the  number of wins and the points scored, there is still a tie, the winner of the head-to head competition between the two competitors who are still tied determines the winner.

• FOURTH: In the event three or more competitors are still tied in wins and points for any place (first, second, third), those competitors tied must contest again to determine the order of finish.

        (3)              Situation Involving Fusen Gachi and Kiken Gachi

3.1 In the event a competitor does not show after validly weighing in, the opponent is awarded a score of fushen gachi (10 points)

3.2  In the event a competitor with draw from a contest, the opponent is awarded a score of Kiken Gachi (10 points)

E) PARTICIPANTS

It is mandatory that every single competitior has a white and a blue judogui, as it is the rule by the International Judo Federation.

F) SHAI TIME

All categories, even male and female will be taken into FOUR (4) minutes of Shai. 

G) PRAZING

Athletes

·        It will be granted Medals and Diplomas all categories.

Participant Countries:

• It will be granted Trophies by team (1st, 2nd and 3rd place, male and female)

• Trophy “Great Champion” to the country that gets majority of Golden Medals.

• Ippon Trophy: Two Male and two Female competitors.

H) WEIGHTING AND COMPETTITION

Athletes will be weighted according to the program.

Note: Previously to Official weighting, athletes must show their passport and event’s acreditation to verify competitor’s identity.

All athletes must be affiliated to Pan American Judo Union; if the competidor grants Dan grade must have recognition by PJU (Resolutions 01-2002 and 02-2002 PJU General Ordinary Congress, Santo Domingo 2002).

I) LODGING AND FEEDING.

Option A:

Hotel Pinar del Lago.
Four Stars Ave. Ordoñez Lasso. Cuenca.
Accomodation: double, triple and four-hold, full feeding and internal transportation included.
US $65,00 daily, each person

Option B:

Hotel Residencial Federación Deportiva del Azuay.
Accomodation: triple and four-hold, full feeding and internal transportation included
US $45,00 daily, each person.

Note: All participant delegations must do number registration before the deathline, January 31 and Nominal registration before February 16 to guarantee effective reservations in the preference Hotel.  Organization do not guarantee lodging after deathline.

J) OPENING CEREMONY

Organizing Committee will deliver all proper information  about General program and Opening Ceremony.

K) ANTHEMS AND FLAGS

Each National Federation has to deliver their Anthems (cassette or CD) and Flags during arrival and acreditation.

L) SOUTH AMERICAN CHAMPIONSHIPS RULES.

These championships will  be done taking in account the actual rules of International Judo Federation (IJF) and the adaptations made by Pan American Judo Union (PJU).

Athletes of sub 17 category (15 and 16 years old) are not allowed to participate in sub 20 (17, 18, 19 years old) and the reverse.

Athletes of sub 17 category (15 and 16 years old) are not allowed to apply KANSETSU WAZA techniques but SHIME WAZA, if any competitor this category made one of forbidden techniques will be punished by HANSOKU MAKE and will be automatically out of competition.

M) EMERGENCY MEDICAL ATTENTION

Organizing Committee will provided Emergency Medical Attention to all athletes officially registred by their National Federations.

In case of being necessary any extraordinary medical attention (injuries or illness that requiered hospitalization, treatment, surgery or medication, the cost owns to their proper National Federation.  Then all National Federations exonerate South American Judo Confederation, Organizing Committee and Ecuatorian Judo Federation of any unusual event occurred during the championships.

N) UNEXPECTED EVENTS

All unexpected events will be solved by South American Judo Confederation’s Executive Committee and the Ecuatorian Judo Federation.

O) SPECIAL NOTE: COACHES CONTROL AND REGISTRATION

In order to control coaches behave and acts in competition area South American Judo Confederation, and Organizing Committee deliver an official vest that has to be worn by registred coaches when coming into the competition area.

P) MANDATORY FINAL DISPOSITIONS.

All athletes officially registred by Nacional Federations must fulfil the resolutions given Pan American Judo Union Congress, Santo Domingo, 2002 about annual affiliation payment concerning to 2007, such payment will be done by the moment of registration, following the next categories:

• ATHLETES: USD 20

• OFFICERS: USD 30 (delegates, referees, doctors, kine, coaches)

• DAN RECOGNITION: USD. 60 (Diploma and PJU – IJF ID’s)
